The Regulation consists of 4 chapters and 13 articles stipulating the activities and assigning tasks of the members of the Steering Committee for the implementation of SI, HI and UI policies  (referred to as the Steering Committee); at the same time stipulating the working regime of the Steering Committee.

Accordingly, the Steering Committee includes the Head of the Steering Committee, 01 Permanent Deputy Head of the Steering Committee, 02 Deputy Heads of the Steering Committee and members who are relevant departments, committees, branches and unions; and all are clearly assigned responsibilities and work tasks.

The Steering Committee is responsible for advising the Provincial People's Committee to direct branches and levels to coordinate the implementation and completion of targets and tasks on SI, HI and UI in the province, to ensure the HI coverage compared to population and the SI, UI coverage compared to the workforce. Promoting reform of administrative procedures, increasing the rate of level-4 online public service transactions and reducing transaction hours according to the reform roadmap of Vietnam SI. Drastically taking debt recovery measures of SI and UI payment to ensure the rights and legitimate interests of labors; striving for debt ratio of SI, HI and UI payment in Binh Duong province in the following year to be lower than the previous year and equal to or lower than the debt ratio assigned by Vietnam SI annually.

In addition, the Steering Committee is also responsible for advising and directing relevant agencies to coordinate with the SI agency to complete procedures and documents to strictly handle violations of the law on SI and HI.

The Steering Committee works according to plurality regime, discusses collectively and decides by majority through regular and ad-hoc Meetings under the presiding of the Head of the Steering Committee or the Deputy Head of the Steering Committee when being authorized; for issues with different opinions, the opinion of the Head of the Steering Committee is the conclusion of the Steering Committee.

The Steering Committee meets periodically every 6 months. Where necessary, the Head of the Steering Committee may convene an ad hoc meeting. Members of the Steering Committee are responsible for participating in all the meetings, in case of absence, there must be the consent of the Head of the Steering Committee and an alternative staff must be appointed to grasp the situation, participate and absorb the opinions of the meeting.
