​In 2020, continuing to deploying Official dispatch no. 3940/UBND-KTN dated April 18, 2013 of the Provincial People's Committee on "Approving policy for People's Committees of districts, towns and cities to decide business location of temporary markets" to implement the clearance of spontaneous markets, the Thuan An City People's Committee instructed the Economic Division to coordinate with the People's Committees of communes and wards to well perform the arrangement for small traders with stable trading places. The Steering Committee of communes and wards coordinated with the Public security and relevant branches to inspect and handle violations of spontaneous trading with roadway and roadside encroachment. As a result, through 3,610 inspections, 4,947 violations were detected, in which, reminding 1,147 cases, making minutes and sanctioning 3,800 cases with the total amount of nearly 1.9 billion VND. At the same time, Thuan An City Public security deployed solutions and plans for patrolling and controlling, coordinating with the Public security of communes and wards to restore urban order in the city; organized 316 inspections with 1,896 violation cases, made minutes of 1,223 cases, made decisions to sanction administrative violations with a total amount of more than 700 million VND.

Discussing on the clearance of spontaneous markets in the coming time, delegates said that, currently, 100% of communes and wards have established the Steering Committee, however, the inspection, handling and clearance have not been done regularly and continuously, so the situation of spontaneous buying and selling recurrence and the roadway and roadside encroachment still occurs a lot. The reason is that the coordination between branches is sometimes not synchronized, the people's awareness of law observance is still limited, and the sanctions still have many problems, are not feasible and highly deterrent. The time of spontaneous markets with roadway and roadside encroachment usually lasts outside working hours (especially during holidays, Sundays, the day the workers receive salaries, etc.). Meanwhile, the locking posts of functional forces work perfunctorily, in a short working time, so the efficiency is not high, etc. Therefore, it is necessary to have solutions to increase patrols, inspections and raise the high level of sanction; at the same time, to propose the City Traffic Safety Committee to direct the members to strengthen inspection and control at the buying and selling sites with roadway and roadside encroachment in the city for the clearance to achieve highest results, etc.

The People's Committees of communes and wards strengthen the arrangement of forces to be on duty at locking posts and regularly inspect and handle the trading with roadway and roadside encroachment even during and outside working hours to avoid recurrence in the area.
