Accordingly, regarding the development and implementation of the planning, the Department of Planning and Investment coordinates with the departments, committees, branches and the district-level People's Committee to allocate resources and closely coordinate with the Ministries and central agencies in urgently preparing and submitting for approval of provincial planning for the period of 2021-2030, with a vision to 2050 according to current law on planning. Reviewing and proposing additions to the planning for development of industrial zones for projects capable of attracting investment, and submitting them to competent authorities for consideration.
Regarding the mobilization of resources for development investment, departments, committees and branches increase mobilization of diversified resources from economic sectors, combine central and local capital sources, promote selective attraction of FDI projects, take advantage of ODA, private capital, and other legal capital sources to deploy key projects with breakthrough properties, promoting regional linkage, etc.
Regarding labor training and employment, the Department of Labor, War Invalids and Social Affairs coordinates with relevant units to determine the human resource needs of the province, develop training plans, attract and use human resources reasonably and in the right profession. Regarding regional databases and information systems, departments, committees and branches actively coordinate with Ministries in charge, related central agencies and localities in key economic regions, complete the building of general database on socio-economic development indicators, sectors and fields prioritized for development, key projects, large projects deployed in the area to serve the coordination of regional linkage activities.
Regarding the coordination mechanism of key economic regions, departments, committees and branches closely coordinate and well implement coordination activities among localities in the region according to the Decisions no. 941/QD-TTg dated June 25, 2015, no. 2059/QD-TTg dated November 24, 2015, no. 2360/QD-TTg dated December 22, 2015 and Decision no. 2646/QD-UBND dated October 13, 2015 of the Provincial People's Committee; promote the role of motivation, connect key economic regions, promptly advise the Provincial People's Committee to propose appropriate mechanisms and policies to the Chairman of the Regional Council to remove difficulties and problems in the implementation process.
Regarding the restructuring of sectors, fields, departments, committees, branches and district-level People's Committees implement more drastically, effectively and substantially the task of restructuring the economy associated with the growth model transformation mentioned in Plan no. 247/KH-UBND dated January 19, 2021 of the Provincial People's Committee; focus on developing sectors with comparative advantage, which is the strength of the province and the development focus of the region; focus on improving the business environment, reforming administrative procedures, enhancing provincial competitiveness, etc.
