Accordingly, the Plan aims to effectively realize the Project of "Improving the capacity of the grassroots mediator team" to promptly and effectively mediate conflicts, disputes, and legal violations within the scope of grassroots mediation as regulated by the Law on Grassroots Mediation and relevant documents; reduce the number of cases that must be brought to the Court and state agencies to resolve, saving time and costs.
At the same time, step by step completing the Project's targets, effectively realizing the activities of 2nd phase, being as a premise to complete the targets in 2022: 100% of the new grassroots mediators who are elected, supplemented and strengthened annually will be trained and fostered in grassroots mediation profession and skills according to the Framework Program and Set of documents for fostering grassroots mediation profession issued by the Ministry of Justice; at least 90% of the grassroots mediators will be accessed and used the Set of documents for fostering grassroots mediation profession in appropriate forms to self-improve their mediation capacity and profession; from 80% to 90% of grassroots mediators will be trained and fostered in grassroots mediation skills and profession according to the Framework Program and the Set of documents for fostering grassroots mediation profession issued by the Ministry of Justice.
Department of Justice advises the Provincial People's Committee to promulgate the plan and documents directing and guiding the realization of the Project; conducts online lectures on grassroots mediation knowledge and skills; receives and handles two-way communication, guides the timely settlement of problems arising in the process of grassroots mediation, especially the mediation of difficult and complicated cases.
People's Committees at all levels review and consolidate the mediation teams, mediators in accordance with the law on grassroots mediation and meeting practical requirements; periodically organize training and fostering on grassroots mediation legal knowledge and skills for mediators according to the Set of documents issued by the Ministry of Justice and in accordance with the local practical situation. Continuing to replicate the good models and effective ways of grassroots mediation; strengthening supervision, inspection, detection and proposing solutions to remove difficulties and problems from the practical implementation of the Law on grassroots mediation and its guiding documents, simultaneously mobilizing resources from society to support the grassroots mediation activities.
