The object for pilot implementation is the enterprises with a License to provide electronic wallet payment intermediary services and a License to establish public mobile terrestrial telecommunications networks using radio frequency bands or subsidiaries with permission from the parent company with a license to establish a mobile terrestrial public telecommunications network using radio frequency bands, to use infrastructure, networks and telecommunications data.
The objective is to contribute to the development of non-cash payments, increase access and use of financial services, especially in rural, mountainous, remote and border areas and islands of Vietnam; take advantage of infrastructure, data, telecommunications network, reduce social costs to develop, expand non-cash payment channels on mobile devices, bring utility to users. The results of the pilot implementation of Mobile-Money service are a practical basis for competent authorities to review, formulate and issue official legal regulations for the provision of Mobile-Money service in Vietnam.
Pilot implementation is applied nationwide, in which enterprises of pilot implementation must give priority to the pilot deployment of Mobile-Money service in rural, mountainous, remote and border areas and islands of Vietnam.
The enterprises of pilot implementation are only allowed to provide Mobile-Money service to transfer money and pay for legal goods and services in Vietnam as regulated by the current law to serve the needs of people's lives. The pilot implementation of Mobile-Money service only applies to legal domestic transactions as regulated by Vietnamese law in VND, not allowed to make payment/remittance for goods and services provided across borders.
Period of pilot implementation: 2 years from the time the first enterprise of pilot implementation is approved for pilot deployment of the Mobile-Money service.
The Provincial People's Committee assigns the State Bank of Vietnam - Provincial Branch to coordinate with the Department of Information and Communications, the Provincial Public Security and relevant units based on the content of Decision no. 316/QD-TTg to organize the implementation.
