According to the Government's report, the PAR implementation process in the past years associated with the implementation of the socio-economic development strategy for the period 2011-2020 has achieved important achievements, contributing to promoting socio-economic development and international integration of our country.
Over the past 10 years, the PAR has been implemented synchronously on all 6 contents: Institutional reform; administrative reform; reform of state administrative apparatus organization; renovating and improving the quality of the contingent of cadres and civil servants; public finance reform; administrative modernization.
In the process of implementing the Master Program, many ministries, branches and localities have studied and applied effectively new models and initiatives. From 2015 up to now, ministries and branches have had about 461 PAR models and initiatives; provinces have about 6,124 PAR models and initiatives. Most PAR models and initiatives have been deployed and replicated within each province. In addition, there are also many models and initiatives that have been referenced and applied by the provinces in accordance with their local conditions and circumstances.
Central agencies have reduced 12 departments and equivalent, reduced 04 general departments; 10 public non-business units under the Ministry. In the locality, organized the pilot of the urban government model, reduced 05 specialized agencies, nearly 1,000 department-level organizations, nearly 130 branch-level organizations, nearly 1,200 department-level organizations under the branch; decreased by nearly 300 organizations at district level; reduced 8.7% personnel compared to 2015.

Promoting the achieved results, in the period of 2021-2030, Steering Committee of Government's PAR Master Program attaches special importance to the implementation of PAR in association with the development of e-Government, e-administration, digital government, digital economy and digital society. These are considered as breakthroughs and need to be applied in accordance with the specific situation of each ministry, branch or locality.
Delivering a speech to conclude the conference, Prime Minister Nguyen Xuan Phuc praised the results of PAR that ministries, branches and localities achieved in the past 10 years. Besides, the Prime Minister pointed out shortcomings that need to be overcome in the coming time. There are still cumbersome procedures that make it difficult for people and businesses; a part of civil servants does not behave in accordance with standards; the apparatus is still cumbersome; the use of state funds is still wasteful, etc. The Prime Minister emphasized that in order to develop the country, there must be a political determination in administrative reform, the implementation of the strategy of digitizing, inspecting, monitoring and handling strictly violations of organizations and individuals, enhancing the publicity and transparency, focusing on implementing the master program on state administrative reform for the period of 2021-2030 in a synchronous, efficient and transparent manner, taking the satisfaction of people as a measure etc.
