Ensuring sustainable employment, raising living standards, improving working conditions of workers

​PORTAL - On the morning of December 24, in Hanoi, Prime Minister Nguyen Xuan Phuc chaired an online conference on ensuring sustainable employment, raising living standards, and improving working conditions of workers.

The conference was online to 27 provincial and city bridge points.

At Binh Duong bridge point, attending were Mr. Nguyen Thanh Truc - Vice Chairman of the Provincial People's Committee; Ms. Nguyen Kim Loan - Chairman of the Provincial Labor Federation (LF) and leaders of departments, committees and branches of the province.

Overview of the conference at Binh Duong bridge point

The conference discussed the Regulations on work coordination, ensuring sustainable employment, raising living standards, and improving working conditions of workers. Thereby considering and solving recommendations and problems set out in the coordination between the Government and Trade unions.

According to a report presented by the President of the Vietnam General Confederation of Labor, Nguyen Dinh Khang, up to now, about 53.5-54 million people aged 15 years and over are employed (female accounts for about 48%); the number of salaried employees is about 24-24.5 million people, in which, the W&E in enterprises accounts for over 60%. After 05 years (2016-2020), the number of employed W&E increased by 26%, in which the number of W&E with sustainable employment and high income has steadily increased over the years; regional minimum salary increased by 1.3 times, average income increased by 35%, contributing to improving income and living standards for the employees.

The Government and the Prime Minister have instructed functional agencies to ensure macroeconomic stability, keep prices stable, supervise salary increases in accordance with regulations, control price increases, and prevent workers' salary increases not keeping up with price increases.

With the attention and support of the Government, authorities at all levels and enterprises, from 2016 to 2020, nearly 22 million Trade union members, employees were supported during the Lunar New Year with total estimated amount of VND 11,626 billion; 13,802 Trade Union houses were supported for building and repairing with the amount of nearly VND 420 billion.

However, there is still a large part of W&E with unstable employment, low income, and very difficult lives. In particular, in 2020, 31.8 million employees aged 15 and over were affected by the Covid-19 pandemic's impact. Of which 68.9% of the employees suffered income reduction, nearly 40% had to reduce working hours/take time off work alternately/work in alternate schedules, and about and about 14% were forced to temporarily stop working.​

At the conference, Prime Minister Nguyen Xuan Phuc acknowledged and highly appreciated the efforts of all levels, branches and localities, especially Trade Unions at all levels for always accompanying the Government in synchronous implementation of solutions to care for the material and spiritual life of W&E; at the same time, expressed his deep thanks to the Vietnamese working class who are working hard day and night, contributing to the development of the country. The Prime Minister also pointed out the shortcomings and limitations, especially when the lives of some workers are still difficult, the living and studying conditions of the workers' children are not yet guaranteed. Simultaneously, he requested that in the coming time, the Ministries, branches, localities and Trade unions at all levels must renew their operation forms, listen to opinions and promptly handle the problems proposed by employees. Along with that, constantly raising living standards, continuing to improve facilities, employment conditions, and housing for employees; continuing to have many policies to attract enterprises, create more jobs for employees. In the immediate future, Union members and employees must be prepared and organized to fully and warmly welcome the Tan Suu Lunar New Year 2021.

Binh Duong currently has 29 industrial parks and 12 industrial clusters with more than 1.2 million employees working in enterprises (employees outside the province account for 75%, female workers account for 56%). Determining the importance of raising living standards, ensuring employment for employees in the province, over the past time, Party executive committees and authorities from the provincial level to grassroots have paid attention to leading and directing the implementation with specific programs, plans and solutions to contribute to promoting employment creation, ensuring jobs for employees, raising incomes and improve people's lives. Specifically, in the 2011-2020 period, the province has created additional jobs for 461,500 employees, on average each year created additional jobs for more than 46,000 employees, and limited the lowest unemployment, increased the rate of using the working time fund in rural areas.

The province's preferential credit policy has also been effectively deployed, helping thousands of employees in Binh Duong borrow capital to create jobs and expand production. In 2020, Binh Duong Bank for Social Policies lent 19,950 employees with a loan balance of VND 1,664 billion.

Especially, before the Covid -19 pandemic’s impact on people and enterprises in 2020, Party executive committees and authorities at all levels took a drastic action to carry out propaganda tasks, guide agencies, units, enterprises and people in implementing measures to prevent and fight against the Covid-19 pandemic; implemented seriously and promptly policies to support employees facing difficulties due to the Covid-19 pandemic. As a result, 16,508 people were supported under Resolution 42 with the total amount of more than VND 16.5 billion, etc.​
