Accordingly, the adjust scope of regulation is the cases of children under 16 years old who suffer from violence, abuse or sexual abuse in Binh Duong province.
Subjects of application are persons in charge of child protection in communes, wards and towns (officers in charge of children); Public Security, Health, Labor, Invalids and Social Affairs, Justice, Education and Training agencies at all levels; People's Committees at all levels and related agencies, organizations and individuals.
The procedure of support, intervention, and handling cases of children suffering from violence, abuse or sexual abuse includes: Receiving and coordinating in processing information; an initial assessment of the child's harm; take temporary safety measures for children in special cases; identifying the child's need for support and intervention; formulating and approving support and intervention plans; implementation of support and intervention plans; review and evaluate after implementing the support and intervention plan.
For the receiving and processing information, all agencies, organizations and individuals are responsible for immediately reporting (face to face or by phone or by other means) to the receiving information place right after detection or have information about a child suffering from violence, abuse or sexual abuse.
The information receiving place is one of the agencies: The People's Committee of the commune, ward or town where the incident occurred or where the children resided; the police where the incident took place; Child Support and Counseling Line 111, 113; Consultancy and Support phone number at Binh Duong Center for Social Protection: 0274. 3787938; Labor, Invalids and Social Affairs agencies at all levels.
The place that received information on cases of violence, abuse or sexual abuse has the responsibility to immediately transfer the information to the People's Committee of the commune, ward or town where the incident occurred to take the next steps of coordination. In cases where the police at all levels receive information about the subjects of violence, abuse or sexual abuse of children, they must immediately inform the Commune People's Committee, ward, town where the incident occurred in order to promptly appoint a child protection officer or a member of the Commune Child Care Protection Committee to approach, grasp information and follow up on the case when the incident begins to be solved. At the same time, in the process of examining and verifying denunciations, crime reports, requirement to investigate cases related to children's interests, agencies and persons who conduct proceedings must follow regulations.
Within 02 hours after receiving information about the case, the person in charge of child protection in communes, wards and towns must report the inspection and handling of the authenticity of information results to the Chairman of the People's Committee, the Head of Committee for Child Protection and Care in communes, wards and towns; at the same time, quickly report to the Standing Committee of the District Child Protection and Care Program (Division of Labor, Invalids and Social Affairs) to coordinate and implement support and intervention measures according to regulations.
