According to the assigned 2020 Public Investment Plan, the total allocated capital of the district is VND 506.82 billion, arranging 99 projects and supporting 12 communes and towns. In the first 7 months of 2020, disbursement value reached VND 214.05 billion, reaching 42.23% of the plan. Estimated implementation of the plan as of January 31, 2021, accumulated disbursement value reaches over VND 614.1 billion, reaching 100% of the plan.
Total estimated economic non-business capital is over VND 130.42 billion, allocated to 08 units. In the first 7 months of the year, with the attention of the provincial Departments, committees, branches, the timely direction of the district Party Committee, the district People's Council, the district People's Committee promptly resolved and removed all difficulties and problems in the process of implementing public investment tasks. Through the implementation results of the first 7 months of the year, the preparation for investment and project implementation was guaranteed according to regulations, the district People's Committee directed the specialized sectors to focus on speeding up the implementation of major projects, basically meeting the set progress. Bidding has been gradually put into order, ensuring transparency, online bidding accounts for 50% of the number of bidding packages in terms of competitive offering and open bidding, meeting the targets in the Government's Decree 01/NQ-CP dated January 01, 2020.
The district Construction and Investment Projects Management Unit (the unit assigned to act as the investor of major projects) has strictly implemented the process of the next investment projects, ensuring the progress of implementation and disbursement plan for public investment capital of the whole year. Currently, there are a series of projects such as: Phan Boi Chau Street to Minh Hoa intersection, project to expand roads DT750 from three-way intersection of village 5 to the center of Dinh Hiep commune, DH704 from Thanh An to Dinh Hiep, Long Hoa, Minh Tan, Thanh Tuyen Primary Schools, etc. are commenced this year and early 2021.
Mr. Lam Tan Dat - Deputy Director of Construction and Investment Projects Management Unit of Dau Tieng district shared, to ensure the progress and quality of the works, in addition to timely implementing procedures, capital disbursement, the district Construction and Investment Projects Management Unit also focuses on selecting qualified contractors to participate in the implementation of projects. The inspection and supervision of construction are also focused on closely monitoring the quality of the works, checking and solving related arising problems. In addition to the target of completing the works in the implementation stage as planned, Dau Tieng is also focusing on the next major projects. In particular, implementing a strict project process under the Investment Law, submitting for construction design approval - total cost estimate to organize bidding for a number of major projects in the fields. Implementing works and projects in order to promote socio-economic development, and improve the quality of new-style rural construction in the locality.
Regarding the compensation and site clearance in the district, as of August 03, 2020, the district Land Fund Development Center implemented compensation and site clearance for 07 works, including: Upgrading road DH721; constructing roads and bridges connecting Binh Duong and Tay Ninh provinces; the land of Dau Tieng National Defense Airport in Dinh An commune; restoring and embellishing the Relics of Ho Chi Minh campaign front headquarters (phase 2); widening the road from the front of the district Party Committee, district People's Committee to Cach Mang Thang Tam Street; upgrading Ben Suc urban technical infrastructure (routes N1, N2, N3, N4); upgrading Minh Hoa urban technical infrastructure.
Mr. Nguyen Phuong Linh - Chairman of Dau Tieng district People's Committee said, on the basis of district planning and investment projects approved by competent authorities, from the beginning of the year, the district People's Committee directed the district Management Unit of Construction - Investment projects, site clearance and land fund development to seriously review the stages of the project, advise the district People's Committee right from the planning arrangement, compensation and site clearance to the selection of contractor, project bidding. Simultaneously, closely coordinating with investors and contractors to speed up the implementation progress, complete all procedures to implement the project economically, effectively, minimize incurring capital and design changes initially approved, soon complete, hand over and put into use as committed when winning the bid. The People's Committee of Dau Tieng district takes the initiative in capital to pay the works with promptly completed volume, helps the contractor to have sufficient capital conditions to speed up the progress of the works, complete on time, contribute to completing the development targets of the district in 2020.
