Perform well the housing support
Imbued with the morality of "When drinking water, remember the source, when eating fruit, remember who planted the tree", the work of war invalids, martyrs and people with meritorious services has always received special attention and guidance from the Party, State and Government, the enthusiastic response and responsibility of the branches, levels and the entire people. The system of legal documents, mechanisms and policies on honoring, favoring and caring for people with meritorious services has been increasingly completed.
Over the past years, the Party executive committees and authorities of Binh Duong province have always had practical and effective policies and jobs, demonstrating the morality of "When drinking water, remember the source, when eating fruit, remember who planted the tree", "Gratitude" of the nation towards people who have devoted and sacrificed for the independence and freedom of the Fatherland. Including housing support programs for people with meritorious services to the revolution, helping many families stabilize their lives, contributing to ensuring social security.
Implementing Decision no. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting people with meritorious services to revolution to housing, on July 10, 2015, Binh Duong Provincial People's Committee issued Document no. 2306/UBND-VX on increasing the level of support for building and repairing gratitude houses, with the support budget for the new construction of VND 80 million/house and repair is VND 40 million/house. From January 01, 2015 to December 31, 2019, the Department of Labor, Invalids and Social Affairs implemented well this policy and mobilized sources of socialization to support housing for people with meritorious services to the revolution. Up to now, more than 154 houses have been built, with a total budget of more than VND 11 billion, of which funding from the state budget is more than VND 4 billion, mobilization is more than VND 7 billion; 445 houses have been repaired, with a total budget of more than VND 16 billion, of which funding from the state budget is more than VND 11 billion and mobilization is more than VND 5 billion. The implementation of the Party's and State's policies has contributed to improving material life, stabilizing the spirit, ensuring fairness, not leaving people with meritorious services to the revolution.
Over the past time, Binh Duong has well implemented the housing support for people with meritorious services
Mrs. Nguyen Ngoc Hang - Deputy Director of the Department of Labor, Invalids and Social Affairs shared that the implementation of the policy towards people with meritorious services demonstrates the sense of responsibility of the Party and State in order to alleviate great losses and partially compensates for those who contributed to the country, the policy system for people with meritorious services has been gradually improved. In particular, with the close attention of the party executive committee, the authorities and the efforts of the Labor, Invalids and Social Affairs sector, it have contributed to put the work of gratitude, care for the subjects to be favorable, go in order, partially satisfying the expectations of people with meritorious services and society, creating people's confidence in the Party and State.
Increase the level of support accordingly
It can be said that over 5 years of implementing policies to support housing construction and repair for people with meritorious services to the revolution, it has contributed to ensuring all policy families have a life equal to or better than the average living standard of the people at the residence place. However, with the current high price of construction materials and labor, the support for new construction with VND 80 million, repair with VND 40 million is very difficult for households with meritorious services to be able to have new construction or repair of a spacious and sturdy house. In addition, gratitude houses built or repaired for a long time are deteriorating, and need to be renovated, overhauled, and incurring some new households, if the above level is maintained, the new construction and repair of gratitude houses for people with meritorious services in the current period will not be carried out, greatly affecting the daily life of people with meritorious services.
Moreover, over the past years, the mobilization of the "Gratitude" Fund has been still difficult, localities have no basis to use the budget to support but depend on the mobilization. Many enterprises support the "Gratitude" Fund with the condition that building the whole house (VND 80 million/house), not supporting the housing repair for people with meritorious services to the revolution; many localities cannot mobilize funding sources, so there are still a number of people with meritorious services having difficulty in housing.
From the fact above, it is appropriate to raise funding levels to support the construction and repair of gratitude houses for people with meritorious services.
In order to ensure enough funding for the housing construction and repair for people with meritorious services to the revolution at the current common price level and also to avoid comparison between groups of subjects, the Provincial People's Committee is proposing to the Provincial People's Council to consider issuing a Resolution to increase the level of housing construction and repair support for people with meritorious services to the revolution, in order to help them reduce some of the difficulties in life and ensure the implementation of local social security policies. Specifically, the support level for new construction is VND 100 million/house and an additional VND 20 million/house for houses built on soft ground; the support level for repair is VND 50 million/house and an additional VND 10 million/house for the houses built on soft ground.
Funding sources to support the housing construction and repair will be mobilized by localities from enterprises, units, organizations and individuals to contribute. Any locality having difficulty in mobilization will use the local budget according to current decentralization to construct and repair houses for people with meritorious services, ensuring that there are no people with meritorious services who have difficulty in housing without support.
