In the past term, in addition to the achievements, the security and order situation also posed many difficulties and challenges, including many new and complicated issues with non-traditional nature such as crime with foreign elements, crime using high technology, black credit crime, murder, intentionally causing injury due to social causes, theft of property, security and order in industrial zones and clusters, bordering areas, etc. Facing the requirements set out, the Party Committee and Party Executive Committees at all levels led the entire provincial Public security force to do well in consulting with the Party Executive Committees and authorities, coordinating with other branches to seriously implement the Resolutions and Directives of the Politburo, the Secretariat, the Government and the Ministry of Public Security in crime prevention and fighting, building the movement of all people to protect National security, etc.

Speaking to direct at the Congress, Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee praised the great contributions and outstanding achievements of the Party Committee of the Provincial Public Security, of the provincial People's Public Security force in the past term. The Chairman of the Provincial People's Committee mentioned a number of issues that the Party Executive Committee of the Provincial Public Security of the new term should pay attention to in leadership and administration. That is to focus on building the Party Committee, building a really clean, strong Public Security force in all aspects, with high leadership and fighting power, capable of successfully completing assigned tasks. Seriously upholding the principle that the Party leads absolutely, directly, and comprehensively in all aspects of work for the People's Public Security Force; continuing to well implement Central Resolution 4, Session XII on building and regulating the Party, Directive 05 of the Politburo on promoting learning and following Ho Chi Minh's ideology, morality and style, etc.

The Congress conducted the election of the Party Executive Committee of the Provincial Public Security for the term 2020-2025 including 23 comrades. At the first meeting, the Executive Committee Session XI elected Secretary, Deputy Secretary, Inspection Committee and Chairman of the Party Inspection Committee of Provincial Public Security. Colonel Trinh Ngoc Quyen continued to be elected Secretary of the Party Committee of the Provincial Public Security Session XI, Colonel Nguyen Van Dut was elected as Deputy Secretary of Party Committee cum Chairman of the Party Inspection Committee of Provincial Public Security Session XI. The congress elected a delegation to attend the 11th Provincial Party Congress, term 2020-2025 including 11 official delegates and 01 alternate delegate.

The Congress voted to approve the Resolution for the term 2020-2025. Accordingly, the direction and targets in the term 2020-2025 of the Party Committee of the Provincial Public Security are to build the Party Committee, build the provincial Public Security force to be clean, strong, with high fighting strength, wholeheartedly serving the Nation and the people; promoting the synergy of the entire political system, taking the initiative in absolute and safe protection of key targets, political, cultural and external events of the province and activities of local Party and State leaders.
