The first group that achieves the good PAR Index (over 80%) consists of 8 units, including: Department of Culture, Sports and Tourism (86.67%), Binh Duong Industrial Zones Authority (84,41%), Department of Natural Resources and Environment (83.57%), Department of Agriculture and Rural Development (82.42%), Department of Justice (81.80%), Department of Home Affairs (81.41) %), Department of Science and Technology (80.08%), Department of Construction (80.03%). The second group that achieves the fair PAR Index (below 80%) includes the remaining 10 departments and branches. Department of Health is at the bottom of the ranking table (62.67%). The results of the PAR index of departments and branches in 2019 showed a lot of changes in the rankings, specifically, the Department of Science and Technology, after 5 consecutive years ranked in the leading position, has dropped to 7th place; Instead, the Department of Culture, Sports and Tourism, from 2nd in 2018, moved to the top of the Department-level PAR Index in 2019.
For the district level, the average PAR Index of districts, towns and cities reached 84.04% in 2019 (an increase by 5.06% against 2018). Specifically, Thu Dau Mot city was the only locality with excellent ranking (90.03%); 06 out of 09 localities achieved good result (from 80% to below 90%); 02 out of 09 localities achieved a fair level (from 65% to below 80%). The PAR Index 2019 of the district also showed 03 localities with increased rankings, including: Tan Uyen Town, Ben Cat Town, Bac Tan Uyen District; There were 03 provinces with reduced rankings: Bau Bang District, Di An City, Dau Tieng District; The remaining localities have no change on the rankings.
The average PAR Index of communes, wards and towns reached 86.97% (an increase by 4.11% against 2018); 23 localities achieved excellent indices (from 90% and above), in which Vinh Phu ward, Thuan An city (reaching 96.88%) was the leading province in PAR Index in 2019 and 60 localities achieved good indices (from 80% to below 90%); 8 localities achieved good indices (from 65% to below 80%).
