​Publicity and transparency

According to the Department of Labor, Invalids and Social Affairs, Binh Duong has 8 groups of beneficiaries who receive a support package in the form of cash support and receive a lump sum, including: people with meritorious services to the revolution; social protection beneficiaries are receiving monthly preferential treatment; poor and near poor households; employees agree to postpone labor contracts and take leave without pay; employers have financial difficulties; individual business households with income of less than VND 100 million/year are temporarily suspended; employees have labor contracts terminated but are not eligible to receive unemployment benefits; employees who do not sign labor contracts lose their jobs. The expected funding need to support is more than VND 1,400 billion. Binh Duong belongs to a group of provinces and cities with shared revenues to the Central budget over 50%, so it should ensure funding for implementation.

Mr. Pham Van Tuyen - Deputy Director of Department of Labor, Invalids and Social Affairs said: "As soon as the Government decided, the Department took the initiative in developing a advisory plan for the Provincial People's Committee; at the same time, quickly built guidelines as well as establishmented of delegations down to the grassroots support to localities to review and implement. In the spirit of not leaving out, duplicating and supporting the right subjects, the implementation has been carried out carefully and strictly to ensure publicity and transparency."

According to Mr. Tuyen, the Department has actively carried out the content transfer in various forms, urgently through grassroots associations and organizations, publicly posted at the workplace, the mass media, social networks, grassroots radio systems, internal information networks for people, employees and employers to understand the content, comply with regulations, minimize the abuse of the policy for personal gain. At the same time, the Department organized 03 missions to conduct field inspection and implementation schedule of the VND 62,000 billion support package from the Government, to grasp difficulties and problems arising in the implementation process, suggestions and recommendations of localities to provide directions to remove and accelerate schedule.

The 3 subject groups who are poor and near-poor households; people with meritorious services and basic social protection beneficiaries already have lists so the review is relatively easy. Up to now, the province has made payments to 64,552 subjects with a total amount of more than VND 68 billion, of which, 50,998 people who are with meritorious services and receive monthly benefits, people from poor households, near poor households, social protection subjects; 6,839 mobile lottery retailers who are self-employed without labor contract and lose their jobs. For the remaining groups, the localities are collecting to submit to the district People's Committee for appraisal and submit to the provincial People's Committee for approval.

Directing the implementation of the social security support package under the Resolution No. 42 Government at the regular meeting in May 2020, Chairman of the provincial People's Committee Tran Thanh Liem emphasized: "Support the social security package for those affected by the Covid-19 pandemic is a very humanist policy of the Party and State. Therefore, the rapid implementation with right subjects, ensuring the fairness and transparency of this policy in the province is a very meaningful job that needs to be implemented quickly. When reviewing where to support should go there in the "piecemeal" form so people do not have to wait.

Promoting the sense of responsibility

According to the Department of Labor, Invalids and Social Affairs, in April 2020, about 50,000 employees agreed to postpone labor contracts, leave without pay; 12,000 employees terminating labor contracts are not eligible for unemployment benefits. According to Resolution 42 of the Government, employees who postpone labor contracts and take leave without pay, to receive benefits must meet the conditions for the period of temporary suspension of their labor contracts, unpaid leave for a continuous period of 1 month, during the period from 1st April to 1st June, 2020, remaining term of the labor contract and is participating in social insurance. Employees work in enterprises with no revenue or no financial resources to pay salaries, after using reserve funds of salary, profit after tax and other financial sources. The Department collaborated with the Management Board of Industrial Zones, District People's Committees, enterprises in the province to review, update and summarize the labor and employment situation affected by Covid- 19 epidemic; at the same time, requested the provincial Labor Federation and the provincial Social Insurance to coordinate with each other to statistic and provide information and figures related to the management of each branch.

Among the supported groups, identifying groups of freeland workers and workers without labor contracts are facing many difficulties. According to the conditions for receiving benefits, the person wishing to support need to apply for certification at the People's Committee of the commune, ward or town (with a specific form) where they register their residence. In order to ensure fairness, objectivity and give the right subjects, the grassroots units are responsible for verification and the list of supported people will be posted publicly at the headquarters of communes, wards and towns under the supervision of the community as well as promoting the supervisory role of the Fatherland Front at all levels. In addition to the impartiality and transparency, the review and support of subject groups also requires the sense of responsibility of each grassroots cadre, the active participation of relevant agencies for a common goal to help the community overcome difficulties and recover the economy after controlling the epidemic.

Removing difficulties in the implementation of support policies

Last time, the Vietnam Fatherland Front Committee of Binh Duong province and its member organizations in districts, towns and cities in collaboration with the Division of Labor, Invalids and Social Affairs at the same level conducted 134 supervisions of subject support. In each locality, the Supervision Mission listened to feedback on difficulties and problems of the locality in implementing support policies.

Through supervising, it can be seen that the characteristic of Binh Duong is that the number of immigrants is very large, so it is difficult to review subjects, especially those who are freelance workers and difficult to identify conditions for enjoying the policy as prescribed. The number of employees in the enterprise who temporarily defer to the labor contract, take leave without pay to make the declaration is very limited, due to many problems on the certification procedure for employees of this subject to be entitled supporting policies. Many employees are still affected (from the Tet holiday to early May 2020) but have not been provided with appropriate support policies, many really difficult people need support but Resolution 42 does not provide. Employees who temporarily postpone labor contracts, or or take leave without pay still face difficulties in proving that the enterprises have no revenue or no financial source to pay salary. If a business household has tax revenue of less than VND 100 million/year (determined as of 15th January, 2020) and suspends its business from 1^st April, 2020, the establishment must revise its business lines according to the Decision of business suspension of the Chairman of the provincial People's Committee.

At the meeting with the Central Inspection Delegation on the supervision of the implementation of policies to support people in difficulties due to the Covid-19 pandemic in Binh Duong province, Mr. Dang Minh Hung - Vice Chairman of the Provincial People's Committee proposed the Ministry of Labor, War Invalids and Social Affairs and the ministries and central branches to consider solutions to remove the regulations on procedures and documents for the subject groups of employees losing their jobs, enterprises, business households, etc. being in trouble due to the Covid-19 pandemic are entitled to the VND 62,000 billion support package policy of the Government. For the group of employees who do not have a labor contract and lose their job, in addition to the jobs specified in Decision 15/2020/QD-TTg, proposed to add some employees also affected by the Covid -19 pandemic such as: Mason; security and vehicle keeper (at shops, small stores); barbershop, small nail salon (not a business household) and especially those who are teachers of private schools, kindergartens, child care groups, etc.

Consistent requirement in the implementation of support policies from the social security package of the Government is public, transparent, and to the hands of the people, not to profiteer from the policy. Therefore, Binh Duong is actively implementing the support in the spirit of putting the interests of the people first, ensuring the good implementation of social security goals.​
