The congress was organized to summarize 05 years (2015-2020) of implementing the patriotic emulation movement in the whole province, assessing the outstanding results achieved by the patriotic emulation movement and the difficulties and shortcomings that need to be overcome; proposing directions to promote the patriotic emulation movement based on the objectives and tasks of socio-economic development of the province in the following years. Promptly praising and honoring collectives and individuals as heroes, emulation soldiers, exemplary advanced exemplars in all branches, levels, fields, economic sectors and people of all strata.
Binh Duong is expected to hold the Congress in the third quarter of 2020, at the provincial Convention and Exhibition Center, with about 600 participants. Conference theme: "Binh Duong Party Committee, authorities and people unite, emulate creative labor, contributing to the successful implementation of socio-economic development and national defense tasks".

According to the plan, about 400 collectives and typical individuals in all fields will be commended at the Congress. Discussed at the meeting, the members of the provincial Emulation and Reward Board said that, units when selecting typical individuals and advanced collectives to attend the Congress should expand the object that is typical in the patriotic emulation movements, workers, farmers, people directly engaged in production, scientific research, good labor, creative labor, good examples, good deeds etc.
Concluding the meeting, Mr. Tran Thanh Liem emphasized, the Congress is a meaningful event to celebrate the 11th Binh Duong Provincial Party Committee Congress, therefore, the organization of the work should be carefully prepared, selected collectives and individuals to be rewarded in accordance with each field and locality. Chairman of the provincial People's Committee proposed the Provincial Emulation and Reward Board to receive the suggestions at the meeting to finalize the plan, summarize the list of commendations and submit to the provincial Emulation and Reward Board for approval.
