Challenges in developing a smart city.
At this Forum, mayors and researchers concentrated their discussions on understanding different policies and projects in building and developing smart cities of the world in terms of "infrastructure", "energy and environment", "economy and industry".
Emil Roc, Mayor of Cluj-Napoca, Rumania shared his experiences in state management's digitalization. Digital signature is used to control the corruption in the governmental apparatus. Accordingly, people when facing with matters will send messages to the E-government. The messages will then be resend to the public service sectors. The interaction will be soon set up to solve the matters promptly. In addition, Cluj-Napoca city encourages people use public transport service instead of individual vehicles to have more space for public buildings. Businesses or buildings utilizing green technologies will be exempted by 50% of tax o as to promote the green in the city…

The Mayor of Spain's Granada city, Francisco Cuenca brought to the meeting precious experiences in 2 smart projects: one in waste collection and treatment and the other in strengthening the ability to access the information, and to manage city.
Jan Fritz Rettberg, Innovative Director of Dormund, Germany mentioned the matters of energy and environment in smart city development. By providing services for electric cars in the public parkings, the city is encouraging people to use electric cars for environmental protection.
The Mayors of WTA's member cities all agreed that modern technologies are supporting means that help managers consolidate people's belief. To have sustainable development, the interaction between people, government and academy play key role.

Addressing the Forum, Tran Thanh Liem, Chairman of Binh Duong's People's Committee revealed that Binh Duong is now facing with challenges from the industrialization. Those matters include the rise of population, the inadequate social infrastructure and social welfare, the lack of schooling and medical facilities…that any develop cities has to scoped with.

It is time for Binh Duong to take advantage of this opportunity to develop. Building Binh Duong into a smart city and accumulating experiences of WTA's member cities are among the important solutions for the province to leap forward." added Liem.
