The promulgation of this Regulation is to regulate the operation management of FNGOs and responsibilities of agencies and organizations related to the management of FNGOs in Binh Duong province.
Accordingly, the PPC unanimously manages, inspects and supervises all activities of FNGOs in the province. The Department of Foreign Affairs is assigned as a focal point to assist the PPC in managing, guiding, inspecting and supervising the activities of FNGOs; The Department of Planning and Investment advises the management and use of FNG aid; The Finance Department advises financial management of FNG aid programs and projects in the province; The Department of Labor, War Invalids and Social Affairs assumes prime responsibility for, and coordinate with one another in guiding, inspecting and supervising the use, management and implementation of policies towards Vietnamese laborers working for FNGOs, programs and projects funded by FNGOs in the province…
FNGOs who have been granted registration papers when deploying programs or projects in Binh Duong are entitled to lease their offices and employees, are granted work permits for foreign employees, import goods and other relevant interests in accordance with current provisions of law. Within 45 days from the date of issuance, extension, amendment or modification of the registration paper, FNGOs are responsible for informing about the issuance, extension, amendment and modification of registration form and the operation plan to the Department of Foreign Affairs; report periodically (no later than July 15th every year for biannual reports and no later than January 15th of the subsequent year for annual reports) or at the request of the People's Committee. At the same time, must responsible to applying permission to locate Office of project in the province (when required), procedures for receiving foreign volunteers to carry out programs and projects operating in the province and carrying out other relevant responsibilities under the current law.
