Thanh Liem - Deputy Secretary of the provincial Party Committee, Chairman of
the provincial People's Committee (PPC), leaders of departments, branches and
unions.
According to the report of PAR Steering
Committee of the Government, in the first 6 months of 2017, thru the
Government's attention and directives, the Prime Minister has created positive
changes in perception and actions of administrations at all levels,
contributing to effective implementation of PAR tasks. Administrative
procedures (TTHC) related to production and business activities are regularly
reviewed, reduced and simplified; contributing to the creation of support
systems, promoting creative freedom for start-up business. The promotion of
information technology application by ministries, branches and localities has
brought positive results, contributing to improve the efficiency of state
administrative agencies and enhance public services quality provided to
citizens and businesses.

The one-stop-shop (OSS), inter-OSS system
continues to be deployed effectively, contributing to improve the quality of
administrative procedure settlement for people and businesses towards open,
transparency and convenience. The implementation of public administrative
center model at provincial and district levels in some localities has initially
created positive changes in administrative procedures for people and
organizations.
At the meeting, leaders of ministries,
sectors and localities exchanged and discussed difficulties and obstacles in
PAR implementation and proposed measures to promote PAR in coming time.
The conference released the PAR 2016 Index
results, according to which, at ministerial level, the ministerial-level
agencies, the State Bank of Vietnam ranked first with 92,68%; at provincial
level, Da Nang ranked first with 90,32%, Binh Duong ranked fifth with 84,34%.
Concluded the conference, Standing Deputy
Prime Minister Truong Hoa Binh highly appreciated PAR activities of agencies,
units and localities in the first 6 months of 2017; commended agencies, units
and localities to achieve high PAR 2016 Index. Deputy Prime Minister also
pointed out some limitations and weaknesses in the implementation of each PAR
task. For PAR implementation in the last 6 months of 2017 meet targets and
objectives, Deputy Prime Minister requested the ministries, ministerial-level
agencies and localities to accelerate their implementation and fulfill tasks of
Operational Plan and PAR 2017 Plan ensure quality and on schedule; promoted
institutional reform, focusing on improving institutional arrangements for
management of civil servants, employees and institutions related to businesses;
simplified administrative procedures, promotes application of information
technology in operation of state agencies.
The Deputy Prime Minister suggested that
all branches, levels and localities need to be concentric, synergistic and
unity in coordinated action and execution with great determination to promote
substantive and effective reform, contribute to building a tectonic
administration, development, effective and efficient service for the people,
promoting socio-economic development and economic integration of the country.
