Public Administration Reform 2015 Index: Reflects the results of administration reform implementation of province

​BEGIC - Provincial People's Committee has just released Public Administration Reform 2015 Index (PAR 2015 INDEX) of departments, People's Committees of districts, towns, cities, communes, wards and village in province.

Accordingly, the Department of Science and Technology has the highest index at department level with 84,51%; Thu Dau Mot has the highest index at district level with 84,31% and Chanh My Ward (Thu Dau Mot Town) has the highest index at commune level with 84.62%.

The PAR 2015 Index of 20 departments, sectors shows that, results in PAR implementation of each authority reached 71,19% average, 2,71% higher than 2014. Results of the PAR 2015 Index by departments, sectors are divided into 3 groups. The first group, reached PAR index at excellent level (below 90% and over 80%) included: Department of Science and Technology, Department of Home Affairs. The second group, achieved PAR Index at good level (below 80% and over 65%), includes: Department of Agriculture and Rural Development, Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Justice, Department of Information and Communication, Department of Health, Department of Natural Resources and Environment, Binh Duong Industrial Zones Authority, Department of Labor, Invalids and Social Affairs, Department of Finance, Department of Transportation, Department of Foreign Affairs, Provincial People's Committee, Construction Department, Vietnam-Singapore Industrial Zones Authority, Provincial Inspectorate. The third group, reached PAR Index at average level (less than 65% and over 50%) include: Department of Planning and Investment, Department of Education and Training.

The result of PAR review for 2 years (2014, 2015) showed that, the average PAR Index of departments, agencies and sectors is 69,8% and only Department of Science and Technology achieved excellent results in both years. 17 out of 20 departments have PAR 2015 index increase compared to 2014. In particular, the Department of Labor, Invalids and Social Affairs had the highest increase of Index (increased 10,29%), followed by the Department of Natural Resources and Environment (increased 9,13%), the Department of Transportation (increased 8,63%), the Department of Foreign Affairs (increased 8,72%). 3 out of 20 departments, agencies and sectors achieved PAR 2015 Index results reduced compared to 2014 are Department of Planning and Investment (decreased 11,22%), Provincial Inspectorate (decreased 5,78%), Provincial People's Committee Office (decreased 1,27%). Particularly, the Department of Education and Training has been at the bottom of table for 2 consecutive years for PAR Index.

Thu Dau Mot town reaches the highest index

PAR 2015 index of districts, towns and cities with results is divided into 2 groups. The first group, achieved PAR index at excellent level (over 80%) is Thu Dau Mot City. The second group, achieved PAR index at good level (below 80% and over 65%) includes 8 localities: Di An Town, Tan Uyen Town, Thuan An Town, Phu Giao district, Ben Cat district, Bac Tan Uyen district, Bau Bang district and Dau Tieng district. Compared to 2014, four localities increased ranking results, in which Thu Dau Mot City increased from good to excellent. Ben Cat town, Bac Tan Uyen district and Bau Bang district increased from average to good.

In 8 evaluation sectors of PAR Index at district level, there are 6 sectors, which have indexes increase compared to 2014: Direct and steer PAR (increased by 17,74%); administrative reform (increased 6,33%); State administrative apparatus reform (increased 8,8%); build and improve quality of officials and civil servants (increased 17,53%); modernization of administration (increased 2,79%) and OSS implementation (increased 1,12%). Meanwhile, there are two sectors where index has decreased: development and implementation of legal normative documents (down 26.01%) and public finance reform (down 31.36%).

PAR Index of commune level increases 2,91%

PAR 2015 Index of communes, wards and towns increased 2,91% compared to the PAR 2014Index. There are 43 communes, wards and towns achieving higher results than average results of the PAR 2015 Index; 48 communes, wards and towns have lower than average results. The PAR 2015 index in communes, wards and towns with results is divided into 3 groups. The first group, achieved PAR Index at excellent level (less than 90% and over 80%) consists of 5 wards: Chanh My, Phu Cuong, Phu Tan, Phu Loi and Hoa Phu (under Thu Dau Mot City). The second group, achieved PAR Index at good level (below 80% and over 65%) has 55 communes, wards and towns (increased 4 communes, wards, towns compared to 2014). The third group, reached an average PAR Index (less than 65% and over 50%) has 31 communes, wards and towns (decreased 7 communes, wards, towns compared to 2014).

Compared with 2014, ranking results of PAR 2015 Index has five wards, increased from good to excellent; 23 communes and wards increased from average to good and 2 communes increased from weak to average; 13 communes and wards have reduced from good to average; The PAR Index 2015 of remaining 48 communes, wards and towns have results that does not change compared to 2014.

The Sociological Investigation's point for PAR in 2015 at all three levels has increased

Result of average sociological investigation in 2015 by departments, sectors is 86,34% (0,58% higher than in 2014). This shows the PAR work of departments, agencies and sectors have made changes and received appreciation of people and businesses. In 2015, many departments, agencies and sectors continue to have many new initiatives and proposals in PAR implementation. Department of Home Affairs continues to deploy and replicate friendly administration model and convenient office at departments, agencies, sectors, People's Committees of districts, towns and cities, People's Committees of communes, wards, towns, vertical agencies and career units, aims to build a friendly, closer government to solve administrative procedures in implementation of office culture and in interactions between Government with the people.

The results of sociological investigation of districts, towns and cities were from 28,22 to 31,86 points (maximum 35 points) with the ratio from 80,63% to 91,03%, the average result was 86,92% , increased by 4.29% over 2014. Since then, efforts have shown positive results in PAR implementation in localities. Achieved from 86,5% to 94,17% good evaluation, satisfaction of attitude, responsibility and professional qualifications of officials and civil servants at district level. 6 out of 9 localities have a good evaluation of officials and civil servants of 90%.

Results of sociological investigation in 2015 in communes, wards and towns reached an average of 91,08% (increased 1,04% compared to 2014). Sociological investigation in 2015 will be implemented in sectors of steering and administration of PAR; organize the implementation of legal documents and administrative procedure reform; reform organization of the State administrative apparatus; build and improve quality of officials and civil servants; reform of public finance and implement OSS mechanism at communes, wards and towns in the province.

Remarkably, results of sociological investigation for building and improving quality of officials and civil servants of communes, wards and towns in 2015. This index has increased 23,82% compared to 2014 with average result achieved of 79.87%. 50 out of 91 communes, wards and villages achieved higher component scores than average results, of which 13 communes, wards and villages achieved excellent results (over 90%). This proves that, quality of officials and civil servants at commune level has been improved in terms of quality, qualifications and skills. The province has paid much attention to regular training and retraining necessary knowledge and skills for officials and civil servants at commune level, recruiting qualified, capacity and ethics people; and implementing incentive and support schemes to promptly mobilize officials and civil servants to work and study to improve their qualifications.

To further enhance solutions to improve the PAR Index in 2016 and following years, provincial People's Committee requests leaders of departments, sectors, and localities to organize dissemination and propaganda about PAR 2015 Index results to improve responsibility of the Head, awareness of officials and civil servants in implementation of PAR tasks and identification of PAR Index annually. PAR Index Results is an important tool for directing, administering and performing PAR task of each authority, locality, and is one of criteria for evaluating emulation and reward. Based on PAR 2015 results, authorities and localities shall take initiative in planning, organizing conferences, seminars... to analyze and evaluate strengths, weaknesses and propose measures to improve index of each authority and locality, contributing to improving PAR Index and strengthening PAR performance of province.
