E-Portal asks: How do you assess the breakthrough of the PCI of Binh Duong province in 2016, sir?
Mr. Mai Hung Dung: After many years in the group of provinces with Good operating quality, from ranking 25th, Binh Duong has returned to the 4th place in the Very Good group in PCI rankings in 2016. Achieving this honorable result are thanks to the drastic and depth guidance of the Government, the support of the Vietnam Chamber of Commerce and Industry (VCCI). At the same time, the leadership, the government of all branches and levels of province have been seriously determined to effectively and synchronously implement many administrative reforms and improve the business investment environment of locality. This encouraging result demonstrates the objective evaluation, as well as the trust and cooperation of investor community, domestic and foreign businesses with generations of leaders in Binh Duong province in guidelines and policies of socio-economic management in recent years.
On the other hand, this result is also the motivation for the province continue to strive and overcome shortcomings and limitations, fields, indexes need to improve and constantly learn, determined to implement new initiatives, new ways to promote administrative reform, economic development in the next time.
E-Portal asks: How will the ranking results positively impact on investment attraction as well as the socio-economic development of the province in the future, sir?
Mr. Mai Hung Dung: When choosing local to invest, expand production and business, apart from the quality of management, investors will consider many factors such as business opportunities, geographical location, infrastructure, market size, labor quality.... of that locality.
However, according to VCCI, there is a close relationship between efforts to improve quality of governance and private sector development. Specifically, a point to improve the quality of the original PCI will increase the establishment of new businesses up to 2.7% and will help to increase the establishment of new enterprises to 3% in the next 10 years.
On the other hand, as in previous years, in 2016 Binh Duong continues to be the province ranked by the best quality infrastructure and infrastructure leader and leading Infrastructure Index with 78,02 points (median nationwide is 61,85 points). Although the Infrastructure index is not included in the PCI component index system but it is important reference information for businesses when deciding to invest.
In 2016, through surveys, Binh Duong ranked 4th among the top 10 most attractive investment destinations of Vietnam (after Ho Chi Minh City, Danang, Hanoi) with the percentage of businesses with the selection basis of highest level of infrastructure (59,1%) and quality management in second place (43,7%).
PCI results in 2016 that the province has achieved will continue to create favorable conditions for investors and businesses confidence in the economic governance, business environment, open administrative procedures, favorable infrastructure, thus contributing to boost domestic and foreign investment attraction. At the same time, based on this result, the province will continue to review and improve constraints to create a better business environment, contributing to the socio-economic development of Binh Duong province in the near future.
E-Portal asks: Please tell us, over the years, especially in 2016, how has Binh Duong improved its ranking in component index?
Mr. Mai Hung Dung: Over the past years, the province has focused on directing sectors and levels to implement tasks and solutions to improve the PCI of province in accordance with Decision No. 1390 / QD-UBND dated June 11st, 2013 of provincial People's Committee. In particular, every year, the province has developed a plan to seriously implement the Government's Resolution No.19/NQ-CP of the Government on major solution tasks to improve business environment, enhance national competitiveness.
The implementation of Provincial Public Administration Center has made a breakthrough in administrative reform
In 10 component indicators, in 2016, Binh Duong has improved 08 component indicators compared to 2015. In particular, the unofficial cost index increased by 1,34 points compared to 2015, ranked 2nd country. The following indicators were increased: Labor training increased 0,75 points, Equal competition increased 0,61 points, Business support services increased 0,37 points, Time cost increased 0,35 points, Transparency increased 0.33 points, Government dynamics increased by 0,09 points. Particularly, Land access index decreased 0,03 points but the second highest point in the country; Legal aid index fell by 0,3 point, ranking 6th nationwide.
Thus, in 2016, the province has improved 04 key indicators which accounting for 70% of the total PCI points: Transparency (10%), Business Support Services (20%), Labor Training (20%), Unofficial expense (20%).
E-Portal asks: Sometimes rankings are not necessarily as important as real support policies for businesses. Specifically in Binh Duong, how are businesses (DN) supported by the government, sir?
Mr. Mai Hung Dung: To create the most favorable conditions for investors and businesses, supporting businesses are always interested in the province, many activities are implemented and achieved success such as implementing provincial "OSS" mechanism in resolving investment procedures, calling and promoting domestic and foreign investment attraction. In an effort to create a favorable business environment for businesses in the province, on August 24th 2016, the People's Committee of Binh Duong province has signed a commitment with the Chamber of Commerce and Industry of Vietnam (VCCI), under which PPC has committed to simplify procedures and shorten the time of business establishment to a maximum of 2 working days; 50-60% reduction of time for solving administrative procedures on investment under the jurisdiction of the provincial People's Committee; shorten the time for construction permits and related procedures shall not exceed 77 days maximum; the duration of ownership registration and use of assets shall not exceed 14 days.
Direct provincial E-Portal to building the Section for receiving feedback and proposals of businesses. At the same time, has built a Plan on legal support for business and implementing many related legal documents. As part of the commitment signed with VCCI, the provincial People's Committee has and will continue to support businesses in the province to start their businesses, striving to 2020, doubling the number of existing businesses in the province.
In addition, the province regularly disseminates the document stipulating establishment for Scientific and Technological Development Fund in businesses to help businesses increase investment potential in science and technology into production and business activities…
E-Portal asks: With the "remarkable rise" in the PCI 2016 rankings, in the coming years, what will Binh Duong do to improve its indexes and achieve a higher rank in PCI rankings nationwide, sir?
Mr. Mai Hung Dung: To continue to maintain its position and achieve higher rankings, Binh Duong needs to focus on a number of key tasks such as:
- Continuing to implement the tasks and solutions to improve the PCI of the province associated with the Plan of the provincial People's Committee to implement the Resolution No.19/NQ-CP (2016 and 2017) on continuing to implement the major missions and solutions to improve business environment, enhance national competitiveness and Government Resolution 35/NQ-CP dated May 16th 2016 of Government on business support and development to 2020.
- Focusing on maintaining indexes, sectors achieved good results, at the same time, overcoming the need to improve the PCI 2016, improve the access to information of people and businesses for plans, investment incentives, legal documents.
- Deploying timely solutions to promote start-ups, support businesses; Resolving and removing difficulties and problems for people and businesses through enhancing dialogue and organizing thematic dialogue conference with associations, industries and enterprises.
- Promoting administrative procedures reform through the "one-door" "OSS" model at all levels, departments, especially the operation model of the Public Administrative Center; building administrative service department, facilitate individuals and organizations in dealing with state administrative agencies at all levels of the province.
- Regularly checking, reviewing and simplifying administrative procedures, shortening dossiers processing time, especially in fields of investment, land, business and construction… Clearly defining resolution process and clearly defining responsibilities of each agency and individual officers and employees in resolving administrative procedures. Ensure timely implementation of administrative procedures in accordance with regulations and commitment of provincial People's Committee with VCCI to create favorable business environment for businesses.
- Strengthening the inspection of discipline and perform public duties of public servants and officials in the reception and handling of administrative procedures as well as in the implementation of all business sectors.
