According to the PCI
2016 Report, after 2 years in operation, Binh Duong's provincial Administrative
Center has efficiently operated, providing services to people and businesses professionally,
quickly and friendly. The province has piloted the form of people and
businesses can submit the administrative procedures right at home, enterprises
can register the work schedule with the State agencies by email, send apologies
in case of overdue regulations, etc. Provincial People's Committee and other
departments of Binh Duong has focused on building a friendly image, active and
in many forms of consultation with enterprises and people on satisfaction in carrying
out administrative procedures. Dialogues, business meetings are organized based
on the needs of the business, the role of business associations is promoted.
Binh Duong's efforts have been recognized by the provincial business community
in the PCI 2016 survey. The percentage of firms reporting “harassment in the
handling of business operations” has dropped significantly from 76% in 2014 to
52% in 2016; the percentage of “non-commuting to complete” procedures has
increased sharply from 56% in 2014 to 70% in 2016; “the attitude of the provincial
government towards the private sector is positive” has risen to 45%,
significantly higher than the 36% of the previous year.
Looking back on PCI
history over the past 12 years, in the first three years of this index, Binh
Duong has continued to lead. However, eight years later, Binh Duong scores fell
continuously and stopped at 58 points, in the group of provinces of quality operating
"good". In 2016, with 63.57 points, Binh Duong has stepped up
spectacularly to return to the group of "Very good", ranked No. 4, up
21 positions on the chart. This result gained from strong administrative reform
efforts, leading to cost reduction and time saving for people and enterprises
of Binh Duong province.
The PCI indicator is designed to assess the business environment,
quality of economic governance, and administrative reform efforts of provincial
governments in Vietnam. Thereby, it will be promoting the development of the
private sector in the country. Being conducted for 12 consecutive years, the
PCI report represented the voice of the private business community in the
quality of economic governance of 63 provinces and cities in Vietnam.
