Could you please tell us the purpose of this Economic Census?

The economic census in 2017 aimed to assess the development of the number of establishments, labor of economic units, administrative units, non-business units and production and business results; Level of application of information technology; Structure and distribution of production facilities, labor by industry, ownership, and management requirements of the Party, the State, ministries, sectors and localities.

In addition, we should compose the official statistical indicators of statistics majors; Gross Domestic Product (GDP) and Gross Provincial Product (GRDP) in 2016 based on the project of renewing the process of compiling data of gross domestic product in provinces and cities, issued under Decision No. 715 /QĐ-TTg dated 22/5/2015 of the Prime Minister.

Next is the addition of data and updating of the enterprise database, the overall sample of the economic, administrative and non-business bases for sampling surveys in the next period of the statistical sector.

So what's new in this Census compared to previous Cases of Economic and Administrative Establishments Censuses?

The Economic Census in 2017 basically inherited the content and scope of previous censuses to ensure the comparability of the data series through the censuses and to meet the requirements of international comparison. However, in order to meet the management requirements in the new situation, this census added some new points to use information from administrative records of tax branch, state treasury, other state management agencies such as health, education and training, culture and sports, communication and information for reviewing and listing the units of investigation.

Reduce the number of statistical surveys to avoid overlap in statistical activity in 2017.
Information on the output manifold is rich, detailed by branch and locality, the way of diversification; better meet the requirements of users' statistical information.

Could you tell us about the plan and how to implement this 2017 Economic Census?

To implement the Decision of the Prime Minister, the Minister of Planning and Investment issued the Economic Census Plan in 2017 (attached to Decision No. 1896/QD-BKHDT dated December, 26^th 2016) on the basis to inherit the contents of the previous censuses, overcomed professional limitations and organized the implementation of the previous censuses, ensuring the feasibility and effectiveness.

The Econimic Census in 2017 will be implemented in two phases: Phase 1 from March 1^st for business and administrative, non-business sectors; Phase 2 from July, 1^st for individual business establishments and religious beliefs. The Census Steering Committees of provinces, districts, towns, communes, wards, and townships will carry out the work according to the contents, progress and guidance of the Central Steering Committee.

Binh Duong Statistical Office is the standing body that will focus all forces and coordinate closely with relevant departments in the province to complete this important Census.

Business development is one of the solutions to promote economic growth in 2017. So the Census is focused on reviewing or assessing the actual state of enterprises in Binh Duong province or not?

Like the previous Censuses, the Economic Censensus in 2017 will conduct a review of the list of enterprises, with a view to make full statistics on the number of existing enterprises and cooperatives by December, 31^st 2016 in the scope of the country and each province and city directly under the Central Government, in service of the management, policy making, socio-economic development planning, business development of the country, each locality, Investors and businesses.

Based on the list of enterprises, the cooperative provided by General Department of Taxation as a basis for collating the main relevant information, including: Name of enterprise, tax code, address, type, business sector main, status of activities with the list of enterprises and cooperatives surveyed by the statistics industry, the list of enterprises managed by the Business Registration Administration Department of the Ministry of Planning and Investment, carrying out the consensus and finally, there is an agreement among agencies in classifying the status of enterprises and cooperatives:

• Number of enterprises actually operating;
• Enterprises are investing, but not yet in production and business activities;
• The number of enterprises which temporarily cease their business activities (no more than two years in total non-production period of time);
• Number of enterprises ceasing to operate, awaiting dissolution, bankruptcy;
• Number of businesses cannot be found or verified.

With the results of the above review, it is very important to provide the management agency with updated business registration and tax payer databases; it also served as a basis for the Census Steering Committees at all levels to organize the collection of complete information without duplication, missing the investigation units of enterprises and cooperatives.

In your opinion, how will the data collected from the Economic Census contribute to policy making?

In the 2017 Economic Census, basic information groups of the business sector, individual business units, administrative units, non-business units, beliefs and religions about labor, capital, and assets, business results will show the potential and effectiveness of the economy, policy formulation, socio-economic development plans, and business development of the country and of each locality.

In addition, the combination of collecting a number of thematic information on access to loans by enterprises, technological innovation in production, economic efficiency from the processing, assembly and processing of goods directly to foreign countries as a basis for assessing the competitiveness of domestic enterprises in the process of economic integration today, implementing the Resolution No.35/NQ-CP dated May 16^th 2016 of the State in supporting and developing business to 2020.

For the purpose of the census, how do you plan to carry out in Binh Duong?

In order to ensure the content of economic census in 2017 in Binh Duong province, the quality and time of investigation in accordance with the Central Steering Committee, the Chairman of provincial People's Committee issued Directive No. 03 / CT-UBND dated 23/02/2017 requesting:

The leaders of departments and branches participating in the Provincial Steering Committee are responsible for coordinating and organizing the implementation of the Census in the province, and at the same time, according to their functions and tasks, plan to direct the units in the province and branches at all levels to participate in the Census.

The Census Steering Committees of districts, towns, cities, communes, wards and townships shall make plans for the implementation of the census in the area they are assigned to manage and ensure the work of each step of the investigation in accordance with the right process, method and plan. Particularly, seriously monitor and inspect from the professional training stage, to make a list of investigating units and organize the collection of information to the completion of checking and handing over questionnaires to the provincial Steering Committee.

Newspaper agencies, radio and television stations, grassroots broadcast stations, mass media, etc. organize to propagandize to the subjects and units investigating the undertakings and plans of the Census.

The 2017 Economic Census has a very large and complex workload. This is a task of the entire Party, all people, of all levels and branches, so in the process of implementing the need to be closely monitored closely as planned.

According to the central regulations, information on results of the Census is published by the Director General of the General Statistics Office in accordance with the law. The Director of Statistics Office Department will publish the results of the Census in area according to the results announced by the Director General. Estimatedly, the preliminary data of the 2017 Economic Census will be released in December 2017. Officially results will be announced in the third quarter of 2018.
