Implementing the Program number 16-CTr/TU dated June 09, 2016 of the Standing Committee of Provincial Party Committee regarding the construction and development of Party and socio-political organizations in non-State enterprises from 2016 to 2020, the steering board for the past time has issued documents direting district units to construct suitable documents to detail reality in localities and establish as well as improve steering boards, working regulations, and distribution of members to develop such organizations. Concurrently, Directive No. 22/CT-UBND dated October 13, 2016 of Provincial People's Committee regarding the implementation of Decree No. 98/2014/ND-CP dated October 24, 2014 of the government.

By September 20, 2016, the province has 74 Party organizations in non-State enterprises with 1,203 Party members. From the beginning of 2016, the province has established 2 new Party cells in CHS Insurance Company and Binh Trieu Machinery JSC and admitted 2 Party cells of VFR Company and Komax Company with 85 new Party members.

Concluding the meeting, Deputy Secretary of Provincial Party Committee Nguyen Huu Tu appreciated efforts of units and localities in implementing Program number 16-Ctr/TU in the past time; however, the outcomes have been sluggish. He required oganization of Provincial Party Committee to coordinate the construction of HR development project and Information Dissemination and Education to construction project of dissemination about development of Party organizations in enterprises, and Labor Union to refine the project of developing and improving effectiveness of labor unions in enterprises. Besides, the organization of Party Committee, Party Committee of Enterprise Block and Labor Union are required to coordinate the reforming of Party cell meeting with specific contents of unity among factory workers in constructing factories and enterprises and initiatives helping enterprises to develop.
