Socio-economic development goals
At the 9th Binh Duong
Provincial Party Congress (2010-2015), Provincial Party set out some
socio-economic development goals: further improving leadership capacity
of the Party, building strong political system tied to strengthening the
national unity bloc; continuing to innovate strongly and
comprehensively in all fields, focusing on rapid and sustainable
economic development; speeding up economic and labor restructuring to
prioritize service - industrial development accompanied by urbanization;
investing efficiently to develop urban agriculture, high-tech
agriculture, new rural construction; improving operational efficiency of
government at all levels, performing well administrative procedure
reform, creating open business environment to attract investment;
constantly improving people’s material and spiritual life, ensuring
social security and environmental protection; securing political
stability, defense - security, social order and safety; developing
synchronously socio-economic infrastructure as a driving force for
social development to build up Binh Duong as a civilized, modern urban
city.
Based on the overall goal,
Provincial Party focused on developing high-quality services with high
level of intelligence, technology and added value integrated with
industrial, urban development towards civilization, modernization;
mobilizing all economic resources to enhance provincial socio-economic
infrastructure, utilizing efficiently advantages of the southern key
economic zone’s socio-economic infrastructure; building new urban areas
combined with upgrading, renovating TDM City and satellite towns of
Thuan An, Di An, Ben Cat and Tan Uyen towards civilization, improving
people’s living standard; improving the quality of human resources to
meet development requirements of the province in the new period.
During the
last tenure, provincial Party and people gained many achievements in the
industrialization and modernization process, paving the way for

Synchronous development
5-year average GDP growth was 13%.
The economic structure shifted properly towards service increase and
agriculture decrease. In 2015, economic structure of industry - service -
agriculture corresponded to 60% - 37.3% - 2.7%. Per capita GDP exceeded
target, and reached VND95.6 million/person at the end of 2015.
Industry sector was still the
mainstay, achieved high and stable growth, motivating urban, service and
trade development. Industrial production value increased 15.7%.
Industrial parks were expanded, exploited efficiently and tied to urban
infrastructure and high quality service development. Service sector
continued to grow rapidly, played an increasingly important role in the
rapid and sustainable economic development. Service production value
increased averagely 20.9%.
Programs that developed high-quality
services were carried out comprehensively and attracted all economic
sectors, especially foreign direct investment (FDI) capital. Trade
sector made new progresses in terms of industries, pace, structure and
economic sectors. Total retail sales of goods and services in the
province increased averagely 23.5% / year. Exports also grew averagely
19.5% and reached a surplus. In 2015, export turnover reached $20.86
million. Imports increased averagely 16.9% / year, import turnover
reached $16 billion.
Urban planning was consistent with
socio-economic development. The province built up comprehensive and
diversified infrastructure; enhanced traffic infrastructure, especially
important outward transportation projects; constructed internal arterial
roads to connect localities in the province…
Cultural and social sector also made
achievements. Education – training sector invested strongly in material
facilities, equipment, cultivated teaching staff to meet the needs of
teaching and learning. The school percentage meeting national standards
reached 65%, the teacher percentage exceeding the standard was 63.8%,
the percentage of good students at all levels also increased.
National target programs of
healthcare completed targets. Healthcare quality at provincial medical
facilities was strengthened to satisfy people’s needs.
Poverty alleviation was developed by
all levels, sectors and the whole society. Social housing programs
absorbed contributions from all economic sectors. Vocational training
was tied well to employment needs of enterprises. Cultural life of the
people had many good changes; art and cultural activities satisfied
spiritual and cultural needs of all people strata…
In the 2010-2015 tenure,
with efforts of the entire people, army force, business community,
political system under the leadership of the Party and the management of
the government, Binh Duong province gained comprehensive achievements
that paved the way for a rapid and sustainable development in the coming
term, to become a type-I urban area and a city directly under the
Central before 2020.
