To build up a responsible and efficient government
In the 2010-2015, all governmental
levels in Binh Duong province continued to be strengthened through the
clear specification of positions, competence and accountability of local
governments; reviewed and rearrange the mechanism of specialized
agencies, especially district level and sectors of health, education,
construction management, planning, urban...; directed, supervised the
implementation of administrative procedure reform, democratic statutes;
performed effectively mass mobilization works tied to studying and
following the moral example of Ho Chi Minh to facilitate socio-economic
development.
Provincial government at all levels
regularly revised administrative procedures; sped up the education and
implementation of workplace culture, codes of conduct, and transparency
in accordance with democratic statutes; timely solved administrative
procedures of people, domestic and foreign enterprises investing in Binh
Duong; focused on applying information technology. Thereby,
contributing to improving the management capability of provincial
government, enhancing the building of friendly government of the people,
by the people and for the people.
In addition, the province directed
to develop many new models, good practices; monitored, examined actual
activities to promote accountability and improve operational efficiency
at all government levels. Government levels as well as departments,
sectors, specialized agencies coordinated well with Fatherland Front
Committee, mass organizations in order to create consistency and meet
the requirements of state management.

The objective to build up the
government at all levels will continue to be done towards streamlining,
efficiency; enhance electronic government; train cadres and civil
servants; improve the effectiveness of law enforcement activities. In
particular, the important task of the province is to organize well the
elections of provincial National Assembly and People's Councils of the
2016- 2021 tenure; restructure, promote the role of elected bodies at
all levels; strengthen the organization of administrative bodies in
accordance with provincial development orientations; apply advanced
management methods, urban authority model to be consistent with a city
directly under the Central before 2020.
At the same time, the province will
continue to implement seriously, drastically administrative reform
programs; operate well models at provincial Administrative Center, OSS
system at provincial and district level; encourage and expand creative
models of administrative reform; innovative thinking, reform civil
service system; cultivate public servants to have good political stuff,
professional knowledge, virtuous characters to meet the requirements of
the new development period.
In addition, the province will
increase innovation and heighten the efficiency of policy making,
institutional development, law enforcement to ensure constitutionality,
lawfulness, openness and transparency; focus on developing judicial
support, lawyers, notaries, authentication, bailiff; innovate propaganda
works, law dissemination, legal aid; consolidate organization,
personnel, capacity of judiciary bodies and staff; implement effectively
strategic goals of judicial reform by 2020; enhance the Party
leadership in solving the people’s complaints and denunciations; handle
drastically complex cases…
Based on obtained results and
experiences, Binh Duong province has kept consolidating, building the
government to meet integration requirements and development trends of
the province. The province will build up a civilized city, a smart -
knowledge city, green - worth living city, a reliable destination to
attract high-quality human resources.
In the future, the province will
enhance the application of information technology in the administrative
system, unions; provide online public administrative services; increase
the application of electronic documents and digital signatures in
directing, administrating; build up e-government and become one locality
leading in information technology application in State management.
