Realizing the Resolution of the 11th PCC’s 12th plenary session
The 12th plenary session
of the 11th PCC focused on socio-economic performance in 2015;
socio-economic development plans, budget estimates for 2016; personnel
preparations for the 12th PCC and elections of the 14th National Assembly and People's Councils at all levels for 2016-2021 tenure.
Regarding socio-economic
performance, State budget in 2015, the PCC assessed that the national
economy continued to rebound with a 6.5% growth, exceeding the set plan.
Macroeconomics was basically stable. The balance of the economy was
elementarily assured. The implementation of strategic breakthroughs,
economic restructuring in association with changing the growth model was
promoted with initial results. Socio-cultural field made progress;
social welfare was ensured. Strengthening natural resources and
environmental protection, and coping with climate change gained several
results. Administrative reform reached positive results; corruption,
wastefulness prevention and thrift practice saw positive changes.
National defence-security, social order-security were ensured, national
sovereignty was defended firmly; foreign relations and international
integration gained achievements, enhancing the position of the Party and
nation in the international arena.
Upon the results achieved in 2015
and prospects ahead, the PPC set out targets, tasks, measures in 2016,
including maintaining stability of macroeconomics; strengthening
strategic breakthroughs, making economic restructuring in association
with changing the growth model; promoting production, business and
removing enterprises’difficulties; ensuring social welfare and improving
people’s lives; being proactive to combat climate change, effectively
managing and using natural resources; boosting administrative reform;
improving the effectiveness of State administration; making obvious
changes in corruption, wastefulness prevention and thrift practice;
strengthening national defence-security, firmly defending national
sovereignty, ensuring social order and safety; enhancing the
effectiveness of foreign relations and international integration. The
PPC also set forth concrete targets and 9 groups of measures to
successfully carry out socio-economic development plans in 2016.
At the session, the PPC affirmed that the elections
of the 14th National Assembly and People's Councils at all levels for
2016-2021 tenure will be an important political event which reflects the
people’s will and aspirations as well as their right of mastery by
completing the law-governed socialist State of the people, by the people
and for the people.
Regarding personnel preparations for
the next tenure of the PCC, the session approved a report by the
Politburo on personnel plans for the Politburo, the Secretariat, and key
leaders. The session also first voted for the list of new personnel of
the 12th PCC; proposed a list of members of the 11th PCC, who are enough
standards and conditions to be reelected to the 12th PCC and introduced
personnel to the Politburo and the 12th PCC Secretariat…
The PPC also called for the entire
Party, people and army to strengthen solidarity, reach the unity in
thought and action, strive to surmount difficulties, challenges to
successfully realize socio-economic development tasks in 2015 and the
Resolution of the 11th National Party Committee Congress.

Realizing the Resolution of the 10th provincial Party Congress for the 2015-2020 tenure
The meeting put focus on 4 major
issues, including preparations for the congress; the outcomes of the
congress; general targets and tasks for construction and development of
the province for the next five years (2015-2020); the outcomes of
election at the congress.
The 10th provincial Party
Congress for the 2015-2020 tenure took place successfully. The success
bears a great significance, showing the high political determination of
the entire Party and people in the province. This will also serve as a
foundation to successfully carry out the local targets and tasks.
The above success came from the
efforts by the local Party organizations in seriously realizing the
goals and requirements of the Politburo’s Directive No.36-CT/TW together
with a consensus among sectors, authorities at all levels and Party
organizations of the locality.
At the meeting, provincial Commission for Propaganda and Education extended a plan on disseminating the contents of the Resolution of the 11th PCC’s 12th plenary session and the Resolution of the 10th provincial Party Congress among officials, Party members and people. Accordingly, the task was completed before Nov.30, 2015.
