Accordingly, the
application subjects include State’s agencies, organizations, families,
domestic individuals, foreign organizations and individuals working in the
fields related to solid wastes in Binh
Duong Province.
The Regulations cover
solid waste management including daily and industrial refuses as well as
discards of construction and sludge.
The Decision does not
cover hazard and medical waste management which is actually governed by Decree
No. 38/2015/ND-CP dated April 24, 2014 of the government regarding the management
of wastes and discards, Circular No. 36/2015/TT-BTNMT dated June 30, 2015 of
Ministry of Natural Resources and Environment regarding the management of
hazard wastes, and Joint Circular No. 58/2015/TTLT-BYT-BTNMT dated December 31,
2015 by and between Ministry of Health and Ministry of Natural Resources and
Environment regarding the management of medical wastes.
The new Decision
separated coverage of industrial and daily life solid wastes while adding up prioritization
of new investments into solid waste processing establishments with orientation of
solid waste categorization and management investment. Technical requirements
and obligation of owners in charge of collecting, transporting, and processing
solid wastes are specified against vehicles collecting, transporting,
gathering, and transferring solid wastes.
