Accordingly, the regulations shall be on
State’s agencies, domestic organizations, families, and individuals, oversea
Vietnamese, and foreign individuals and organizations operating in Binh Duong
Province.
Aside from regulations of central
government, regulations on environment protection in Binh Duong Province detail some of the contents including
industrial distribution, environment protection in industrial parks and
clusters, urban and housing areas, and collecting and processing of urban waste
water, etc.
Compared with environment protection
regulations in Binh Duong Province issued in 2012, the new regulations includes:
approved and authentic environment profiles in databases substituting the
submission and photocopying to save time and cost, environment protection
regulation for leased factories without assurance of technical infrastructure
and environment protection. Producers and traders in industrial parks and
clusters are not allowed to release wastes into rainwater drains and, if
permitted, separate waste water releasing system shall be installed to release
to automatic supervising system to facilitate inspection and check-up. Besides,
the decision requires producers, traders, and service suppliers of State’s
management authority at communes and districts not to supervise or evaluate
environment releasing sources on regular basis and prepare reports. The
decision additionally requires unauthorized establishments to be removed and
licensing of 24 months to correct the trading of discards.
Owners of waste releasing sources of 500
cubic meters per day night are or holding owners of industrial parks and
cluster are especially required to install automatic surveillance system before
operating.
