Accordingly, the year 2016 is the first year of the resolution of the 10th Provincial Party Congress, the resolution of the 12th National Party Congress, and the resolution of the 9th Provincial People's Council in 2016-2021. In the face of complex and unpredictable world and region situations, the domestic picture is more brighter with achievements; however, various challenges has emerged in the process of successful socio-economic development in 2016 which hold the key and establish firm foundation for the next years of the 5 year socio-economic plan of 2016-2020.
In the first 6 months of the year, provincial socio-economic status has gained good results. For the success of the tasks in the last 6 months of 2016, Provincial People's Committee Tran Thanh Liem requested sectors and agencies to well implement the major measures.
Firstly, resolutions and breakthrough programs of resolution implementation should be focused for the tenure of 2016-2020. Socio-economic development plans, State's budget estimation, and public investment planning in 2017 shall be established.
The restructuring of the economy for higher competition competence and effects, the focus on 3 public investment fields, the arrangement and reforms of State's enterprises, commercial banks, and credit institutions shall be strongly implemented.
Secondly, the investment environment and promotion of enterprise development shall be improved. Resolution numbers 01/NQ-CP, 19/2016/NQ-CP, 35/NQ-CP of the government and directives of Prime Minister regarding the improvement of investment environment and enterprise development support shall be continued. Sectors and localities shall regularly monitor operations of enterprises and organize frequent meetings with enterprise community to remove obstacles for production and create favorable conditions for enterprises to start up and improve competition and capacity. Departments and sectors shall establish working delegations in specific fields to work with localities to remove difficulties and obstacles affecting the incorporation and development. The cases of red-tape in work relation with enterprises and local people shall be strictly resolved.

Thirdly, the estimation of budget payment and collection shall be actively and tightly commanded. Directive No. 22/CT-TTg dated June 3, 2016 of Prime Minister regarding the direction and command of financial and banking duties in 2016. The estimation of budget payments, collections, and regulation for 2017 shall be defended to stabilize the budget of 2017-2020.
Tax collection management and loss management, tax price transferring and processing tax outstanding debts are aimed to be below 5% of the estimated collection. In the meantime, State's budget payment management shall be established to save up in terms of meetings, public service vehicles, public properties, and enterprise privatization. Credit outstanding growth should be integrated to improvement of credit quality, prevention of bad credit funding to timely meet the funding needs of the economy.
Fourthly, agriculture shall be developed with high-tech application and urban agriculture shall be coupled with new rural area construction.
Agricultural structure shall be promoted with suitable transformation of planting structures to match the conditions and advantages of the province. Individual and distributed husbandry shall be changed into farmstead models with tight control of banned chemical and toxic substance use. Technology and science shall be enhanced to develop high-tech urban agriculture to improve capacity, quality, and competition with processing industries. Forces shall be gathered to develop agriculture and rural infrastructure to complete new rural communes by the proposed roadmap.
Fifthly, forces are gathered and effectively used for investment development. Planning shall be well implemented, types of planning shall be reviewed for suitable adjustment and supplementation to match reality and development needs. Public construction funding shall be promoted with 100% disbursement in 2016. Compensation and site clearance for constructions, projects, especially major constructions and projects of urgent needs shall be effectively implementated. Obstacles and difficulties in each process and construction shall be determined to timely implement measures.

Check, check the source of the waste into the river basin, the establishments causing environmental pollution, especially in residential areas. Resolutely handle production base, now causing serious environmental pollution. Strengthening inspection and rectify the management, exploitation and use of minerals, sand and gravel. To review, adjust and synchronize deployment policies to ensure social security, sustainable poverty reduction; combined National Target Program to build new rural areas, sustainable poverty reduction policies to support ethnic minorities, the poor, near-poor households, aiming at sustainable poverty reduction.
Promote social mobilization for the provision of public services in the areas of health, education and training, daynghe, culture, sports, judicial support, ... in the direction of providing better services to all classes of people and security for social policy beneficiaries, poor people have access to and enjoyment of basic services, essential for higher quality.
Organizing cultural activities, sport practically celebrate big festivals and events of local politics in the last 6 months. Department of Culture, Sports and Tourism and the branches and localities to implement solutions that improve the quality of services, tourism promotion; planning, zoning protection and restoration and embellishment of monuments, especially the relics have been ranked. Connect tourism operators in the region and river tours, the historic, cultural, scenic, ... to ensure sustainable tourism development.

Eighthly, HR quality improvement and improved public medical care services shall be implemented. Focus on accelerating completion of school buildings under construction in progress and prepare the conditions for the new school year. Provincial People's Committee has been focused on building operational regulations, assigning Provincial People's Committee members for 2016-2021 tenure and regulations and coordinate with the political organization - society to improve the effectiveness and efficiency of the state management levels.
