The highlighted social housing

By the thorough care of Provincial Party Committee, People’s Council and People’s Committee together with great efforts of departments, agencies, and enterprises, social housing development in Binh Duong Province has brought about significant achievements. It can be affirmed that despite difficulties of capital, the province has taken care of social housing construction for laborers industrial parks and clusters while supporting procedures and regulations on planning and management of hostels for laborers. Thereon, the resolution of housing and accommodation for laborers at companies and factories in the province has been rationally established.

By the end of 2015, Binh Duong Province has 34 social housing projects for laborers to fulfill, putting into use over 1 million of square meters to meet the needs of about 64,000 people. Besides, about 200 enterprises operating in industrial parks of the province have invested into social housing for laborers with total floor areas of about 270,000 square meters, meeting the needs of about 47,000 people.

Talking about social housing development of Binh Duong Province, we cannot ignore the highlighted projects of Becamex IDC which has offered settlement for over 15,000 laborers. By April 2015, Becamex IDC has put into use 4,895 social housing apartments in 4 localities of Thuan An Town (752 apartments), Thu Dau Mot City (2,435 apartments), Ben Cat Town (1,388 apartments), and Bau Bang District (320 apartments). This is the first stage of social housing project that Binh Duong Province has fulfilled in 2 years of construction implementation and handing over to their customers. The sales followed up by construction completion have helped to save costs to bring up settlement for laborers. 

Nguyen Thanh Tai, Director of Department of Construction informed that in the first stage of 2011-2015, the province has developed over 1.2 million square meters of social housing, meeting the needs of about 110,000 people. This is the achievement of long-term efforts in developing social housing for low-income people. For the time to come, Binh Duong Provincial authority will be promoting social housing for low-income people including immigrant workers.

The care extended to the poor

Up to date, about 3 million square meters of social housing floors have been rented by investing households, meeting the needs of over 543,000 laborers, students, and low-income people. In 2011-2015, total areas invested by households and individuals have increased by 1.2 million square meters. The hostel forms and loan procedures as well as flexible construction support have been various, proving the fact that the provincial authority has maximized conditions for housing of the poor.

Besides, implementing Decision No. 22/2013/QD-TTg of Prime Minister, local People’s Committee has approved a project to support revolutionary contributors who are having social housing problems in 2014. Up to date, the project has supported them to get through hardship. Totally 265 houses have been constructed and repaired at the cost of up to VND 5.7 billion extracted from budget of central government, the province, and socialization funds. Currently, Binh Duong Province has continued to implement and review the revolutionary contributors who are in need of house repair and construction so that the planning is visualized.

Binh Duong Province has taken care of not only revolutionary contributors and laborers in developed industrial parks and clusters but also social housing for the poor in rural areas to improve live hood and close the urban-rural gaps. Within 2009-2010 the poor supporting project in the province has offered repair and construction of 791 houses at the cost of VND 121 billion. By 2012, the province has adjusted and added repair and construction of 422 houses for the poor at the cost of over VND 11.2 billion.

Regarding the housing supporting program for the poor, Binh Duong Province has helped to offer settlement for the poor so that they could emerge in life. It can be affirmed that the mentioned achievements have been thanks to coordination of local authorities in gathering social resources and efforts of the poor themselves in encouraging social welfare programs.

The program of assisting, developing, and renovating social housing for the poor, low-income people, and revolutionary contributors has recently created thousands of houses for the poor to encourage and enforce trust of the public to the Party and State. Besides, the success of social housing development program has become the foundation and locomotion for Binh Duong Province to promote the care for the poor in the province for the time to come.
