Annually, provincial Party Committee set up an investment plan in health sector.
Focusing on infrastructure improvement
On Oct 16, 2012, provincial People’s Committee issued Decision No. 44/2012 / QD-UBND on “Adjusting the development planning for the cause of people’s health care, protection, and improvement in Binh Duong province by 2015 with an orientation to 2020”. Accordingly, by 2015, the province will invest in building many new medical facilities, upgrading some hospitals of provincial and district level to serve the health care needs of the people. In particular, at the end of 2014, the province started the construction of provincial 1,500-bed General Hospital. This had a great significance to express provincial leadership’s concerns about the people’s health care and protection; considering health investment as investment in sustainable development, developing medical infrastructure to be in line with socio - economic development. The construction of 1,500-bed General Hospital also expressed the determination of provincial leadership. This project was considered as a key project of the province.
By the end of September 2015, Rehabilitation hospital was completing its design; Tuberculosis and pulmonary hospital and Psychiatric hospital was being constructed; Pediatrics hospital and Oncological hospital were in evaluating process; 300-bed obstetrics ward under General Hospital was completing its design; 200-bed Tan Uyen town general hospital was in the 1st construction phase; Thuan An town general hospital was upgraded to 250 beds; Phu Giao district general hospital was upgraded to 80 beds; many regional clinics and health centers have been renovated and upgraded.

Focusing on medical equipment investment
In addition to upgrading infrastructure, in recent years, many hospitals have invested strongly in modern medical equipment. Currently, most medical facilities at district and provincial level are equipped adequately as prescribed by the Ministry of Health. Namely, Provincial General Hospital was equipped with digital subtraction angiography (DSA), MRI, CT Scanner 16 machine, is purchasing endoscopic equipment. District health centers were also provided with digital radiography, color ultrasound machines, endoscopic equipment…
According to Luc Duy Lac, Director of provincial Department of Health, medical equipment has been used effectively at healthcare facilities to improve the quality of health services. Notably, Provincial General Hospital has been successful in many high medical techniques, and received new technique transfers from central hospitals and specialized hospitals in HCMC, such as: knee laparoscopy, joint replacement; stent implant into heart coronary artery; cardiovascular MRI… Therefore, people are able to enjoy high-quality health services at grassroots levels; referral case number, mortality, treatment cost is reduced; treatment duration is shortened.
At district level, the ratio of technical completion divided by Ministry of Health averaged above 50%, attracting more patients, contributing to reducing overload at hospitals of provincial level. To better serve the health care needs of the people, Mr. Lac said, in the next term, the health sector continued to consider material facility, medical equipment investment as one key task, because this factor is one of three crucial sources to healthcare activities to serve increasing demands of the people.
