In need of highly qualified human resources
Averagely, 50,000 people are employed every year in Binh Duong Province for production and businesses of enterprises. Under development orientation for 2015-2020, highly qualified human resources will be prioritized with the maintenance of those working forces who have been attached to Binh Duong Province in the face of establishment of industrial parks in Southern provinces.
Currently, immigrant workers in Binh Duong Province tend to move to newly opened industrial parks.
According to an unnamed leader of a foreign enterprises in the province, human resources competition in Binh Duong Province is fierce, demanding companies to offer better pay and higher social welfare to keep their employment.
According to Chang Chun Kuan of Taiwanese Association of Entrepreneurs, it is hard to find highly qualified labor in Binh Duong Province. And, very few candidates are fluent of two languages and more. This bars the development of Binh Duong Province in the future.

On-site human resources for sustainable development
Improvement of human resources and preferential treatment for talents have been the matters being processed in Binh Duong Province. Statistically, the province has 8 universities, 6 colleges, 17 junior colleges, 46 vocational schools, and 50 centers of foreign languages and computers. Thu Dau Mot University and Eastern International University have met the demand for human resources of the province and trained up students from in and outside of the province. Education budget of the province has been ensured at average growth of 11.7%. In 2015 alone, the province has paid out VND 3,000 billion to education. Besides, the preferential treatment for talents has been seriously implemented. As a result, Binh Duong Province has attracted 267 post graduates including 3 associate professors, doctors, 27 doctors, and 237 masters.
Jurgen Mallon, the President of Vietnamese German University (VGU) evaluated that Binh Duong Province has great demands for labor in the face of increasing demands from enterprises. For the time to come, Binh Duong Province should be oriented to become a leading training center in the nation to satisfy the development needs of the locality as well as sharing such resources with neighbor provinces and cities.
Professor Chui Chee Kong of Singapore National University stressed that Binh Duong Province is a large processing factory of Southeast Asia. If highly qualified human resources are not in place, investments will flow to other nations in the region. According to experts, the investment flows of TPP nations tend to move to Vietnam. In such conditions, the demands for highly qualified human resources will increase.
Tran Van Nam, the Secretary of Provincial Party Committee cum Chair of Provincial People’s Committee said that Binh Duong Province has been oriented to sustainable development with economic transition to services, trade, and high-tech. thus, the demands for highly qualified human resources are urgent. For the time to come, investments into education and training will be the leading concerns to create highly qualified labor and to fulfill the targets of industrialization and modernization.
