Transition to socialism: Resolution Congress's extracts

During the closing session of the 11th National Party Congress held yesterday, delegates approved the Resolution of the Congress. Here are some extracts

The Congress passed a draft Political Platform me concerning national construction in the transition to socialism. The Congress also adopted the draft Strategy for Socio-economic Development from 2010 to 2020.
Delegates agreed with the five-year implementation of the 10th National Party Congress (2006-10)'s Resolution as well as the orientation and tasks for the 2011-15 period, which were presented in the political report of the 10th Party Congress's Central Committee.
Related to the resolution's implementation during the past five years, the entire Party, the people and the armed forces have successfully coped with the complicated situation of the world and the country, maintained macro-economic stability and sustained remarkable economic growth.
People's living standards have been continuously improved, national defence and security consolidated, the country's position and prestige internationally lifted up, democracy promoted, and the Party and political system maintained efficiently.
However, shortcomings do exist that need to be overcome. The shortcomings include: the low quality of the country's economic output, the slow pace in which the economy has been industrialised and modernised, and the widening gap between the poor and the rich.
The socialistic democracy and the strength of nation's unity have not been developed well, and there are still implicit factors causing political and social disorder.
The country needs to continue to actively integrate into the world economy, while focusing on building an independent economy, and maintaining the tradition and nation's cultural character. Viet Nam must also attach importance to the quality and efficiency of growth and sustainable development; implement socially progressive programmes and increase equality; consolidate the Party's organisation, ideology and political strength; and promote clear-headed, determined and creative leadership.​​
Delegates agreed, with respect to the world, maintaining peace, co-operation and development is still a great trend, but implicit mishaps still exist.
In the country, the next five years are a period in which the economy is on track to recover after the global recession. During this time, Viet Nam should implement several bilateral and multilateral free trade agreements, and make progress in promoting economics, culture and society.
However, the country will face many challenges. The risk of lagging behind economically when compared to other regional and international economies still exists.
Degradation in political firmness, ideology, ethics and lifestyle, bureaucracy and corruption will lessen the people's confidence in the Party and State.
Hostile forces are still continuing to use ‘peaceful evolution' and democracy and human rights as a pretext to change the political system in the country. (VietNam News).​
