As reported by the Department of Education and Training, currently the ratio of teachers per class of all levels in the province has not met the regulations of the Ministry of Education and Training. Pursuant to the Education Law No. 43/2019/QH14, in the 2021-2022 school year, the percentage of teachers and administrative officers meeting professional standards decreases. Specifically, the rate of unsatisfactory standards at all educational levels is: Pre-school: 40.46%; primary school: 17.61%; Secondary school: 14.82%. In terms of facilities, the primary school level has not met the prescribed standards (0.85 rooms and classes); for the remaining school levels, the rate of classrooms and classes is stable.However, most schools are built according to the old design, the area is not guaranteed to arrange more tables and chairs according to the new regulations (2 seats per table) when the number of students per class exceeds the regulations.Especially in industrially developed localities, many schools have the number of classes exceeding the prescribed standards. Besides, the number of subject classrooms and study service rooms of many quality educational institutions is still lacking compared to regulations. In the 2021-2025 period, the Education and Training branch deploys the new curriculum and textbooks with the requirement of teaching 2 sessions per day for primary school and encouraging teaching 2 sessions per day for secondary school and high school. To meet this requirement, the Education and Training branch needs a solution to organize active and appropriate teaching (online teaching). Therefore, based on the educational tasks of each school level, the goal of building the Project is to improve the quality of the staff and develop the school system at all levels; invest in facilities and equipment for teaching; build schools up to national standards; implement education universalization - illiteracy eradication; socialization of eduacation.

The meeting received a lot of opinions from departments, branches and localities. The delegates highly appreciated the necessity of implementing the Project to promote the development of the Education branch and ensure children's right to school. However, in order to ensure that the Project is implemented synchronously and effectively, it is necessary to involve the entire political system because of the current reality, there are still many problems related to the policy of socialization of education, lack of land fund for school construction, some central regulations cannot be applied to the conditions of the province.

Speaking to conclude the meeting, Vice Chairman of the PPC Nguyen Loc Ha basically agreed on the content of human resource development that the project builds. Regarding the content of developing facilities, Mr. Nguyen Loc Ha suggested that the Department of Education and Training actively work with localities to review the data of schools and classes expected to need investment according to population size, as an important basis for the Natural Resources and Environment, Finance and Construction branches to take the next steps in terms of budget estimates and submit them to the PPC for consideration in the coming time.
