This resolution has been approved by the Binh Duong Provincial People's Council, term X, 18th session (thematic), and has taken effect from October 25, 2024.

Accordingly, the planning area of Dat Cuoc Industrial Park is located in Dat Cuoc commune, Bac Tan Uyen district, Binh Duong province with a planning area of 523.22 hectares. The East borders residential land and is about 100m from DH.436 road. The West borders agricultural land and the Tan Loi stream. The South borders agricultural land and residential land, and the North borders rubber land.

The workforce is about 26,000 people.

The development orientation for Dat Cuoc Industrial Park is to focus on a concentrated, multi-sector approach, attracting investment projects that align with the socio-economic development goals of the province.

Before approving the Planning Project, the Provincial People's Committee needs to review current legal regulations and comments from relevant organizations and individuals to complete the Planning Project. It is necessary to ensure that the content of the Planning Project is appropriate for legal regulations on construction. Planning criteria are appropriate for relevant regulations and standards. Planning costs are estimated according to current norms and regulations and approved by competent authorities. At the same time, it needs to organize planning according to regulations and ensure quality and progress.

These industries are which Artemisa is interested in and wishes to promote investment connections. In addition, Artemisa wants to cooperate with Binh Duong in transferring technology in crop cultivation and livestock breeding, developing high-tech agriculture in Artemisa.\

Speaking at the meeting, Mr. Ricardo Concepción Rodriguez - Governor of Artemisa Province said that Artemisa has signed cooperation agreements with Vietnamese partners to implement agricultural projects. Among them is a 2,000-hectare rice cultivation project in Cuba, aiming to develop 20,000 hectares of rice production in the future. Artemisa Province wishes to have the opportunity to cooperate with Binh Duong in agriculture to ensure self-sufficiency in food supply to serve the needs of the people. Artemisa Province will also send expert delegations to Binh Duong to study the province's healthcare development model, thereby providing suggestions and solutions for the development of Binh Duong's health sector.

He thanked Binh Duong Province for its financial and food support for Artemisa over the past time. Believing that the results of the exchange at the meeting would create a new foundation for the two localities to go deeper into cooperation in various fields, contributing to strengthening the relationship between Viet Nam and Cuba.

At the meeting, Mr. Hirohisa Fujiwara thanked the Provincial Leaders for their active support for the Group to implement projects in Binh Duong in the past time. In the future, Tokyu Group will continue to invest in housing and urban development in Binh Duong New City. At the meeting, Mr. William Nathan Franklin thanked the Leader of Binh Duong province for the hospitality. He said that Pacifico Energy has presented in Viet Nam since 2017 with 02 typical projects: the 40 MW Mui Ne Solar Power Plant in Binh Thuan and the 30 MW Sunpro Wind Power Plant in Ben Tre. In the future, the Group plans to invest 15-20 billion USD in renewable energy projects including a 6 GW offshore wind power portfolio.

Mr. Mai Hung Dung: This plan has many new points compared to the previous ones. Significantly, it not only focuses on short-term goals but also provides long-term development orientations until 2050. It would help Binh Duong to plan comprehensively and anticipate new development trends.

Binh Duong's goal is to build a smart, green, and sustainable urban area, focusing on the application of high technology, renewable energy, and a friendly environment. This change meets the requirements of urban modernization and improves the quality of people's lives.

This Plan emphasizes the creation of stronger inter-region and inter-province connections, turning Binh Duong into one of the key economic regions of the South and closely connecting with Ho Chi Minh City and neighboring provinces. The transportation system, especially highways, metro lines, and logistics systems, will be expanded and upgraded.

Mr. Mai Hung Dung: To achieve the goals, Binh Duong province's Master Plan has proposed 6 breakthroughs, i.e., completing regional traffic infrastructure; synchronously implementing smart urban areas; building innovation zones; establishing resettlement policies and plans; developing cross-border e-commerce strategies; and building large-scale industrial - urban - service complexes.

In addition, there are 5 integrated strategies: regional development cooperation; innovation of the development ecosystem; social and human resources development; green Binh Duong development; and dynamic spaces development. In which, the development structure of Binh Duong - the innovation region includes a development axis; ecological corridor; connecting belt; dynamic center; and development zoning.

In particular, to achieve the goal of becoming a centrally-governed city by 2030, Binh Duong focuses on restructuring urban space, developing urban areas in a decentralized manner, with satellite cities such as Thu Dau Mot, Thuan An, Di An, Ben Cat, strengthening synchronous planning and modernizing infrastructure.

The Plan transforms the economy towards Industry 4.0, promotes economic restructuring, increases investment promotion in high-tech, clean energy, services, and tourism sectors, and encourages large international corporations to establish facilities in Binh Duong.

The province will cooperate with domestic and foreign universities and research institutes to train high-quality workforces, especially in the fields of high technology, artificial intelligence and smart urban management. It will enact preferential policies on salary, housing and working conditions to attract talented experts, engineers and entrepreneurs to work in Binh Duong.

Binh Duong will introduce a sustainable development policy combined with environmental protection and the use of renewable energy as well. New infrastructure projects and industrial parks will have to comply with environmental and green development standards.

Portal: In the booming trend of attracting new generation investment, could you please tell us how the Provincial Master Plan is preparing to welcome more "FDI eagles" to Binh Duong?

Mr. Mai Hung Dung: Binh Duong also focuses on attracting new generation foreign direct investment (FDI), aiming to become one of the dynamic and comprehensive development centers of the country and Southeast Asia, creating momentum to build socio-economic infrastructure and a synchronous, modern, smart and sustainable urban system according to the green growth model.

Recognizing the particularly important role of investment attraction in socio-economic development, many solutions to attract quality FDI capital flows are being promoted by Binh Duong in the coming time. According to the plan, the province is dedicating 18,900 hectares of land for industrial development. At the same time, it is studying options to upgrade and convert existing IPs into ecological IPs, urban-service IPs towards higher standards of science and technology, and environmental protection, focusing on attracting industries that bring high added value and meet the increasingly stringent standards of international investors.

The province is also continuing to mobilize all resources to invest in building a synchronous and modern infrastructure system associated with industrial - service - urban development, contributing to creating a driving force to attract more quality investment capital flows from domestic and foreign economic sectors into the locality. Portal: What do we need to prioritize after the Master Plan's announcement, sir?

Mr. Mai Hung Dung: After the announcement, the priority is to organize the implementation of 06 breakthroughs, 05 integrated strategies and 37 tasks, especially 08 "special priority" programs of the province, i.e., improving the quality of human resources; transforming the development model; developing urban areas in the direction of Transit Oriented Development (TOD); developing a green space network; developing a freight and logistics network; developing Bau Bang complex; developing smart urban areas, innovation, international integration in the New City; and renovating the southern urban area.

An important task that needs to be prioritized is to mobilize the participation of the entire political system, promote the spirit of dynamism, creativity and innovation of the Party Committee, authorities at all levels and people at all classes, and the business community to join hands and unite to successfully implement the goals, tasks and solutions set out in the Binh Duong Provincial Master Plan for the period 2021-2030, with a vision to 2050.

The Bac Tan Uyen - Phu Giao - Bau Bang Route project is about 48 km long with a scale of 06 lanes, a total roadbed width of 40.5 m, and a designed speed of 80 km/h. It passes through 03 districts: Bac Tan Uyen, Phu Giao, Bau Bang and has a 5 km branch connecting from Tam Lap intersection, Phu Giao district to Dong Phu district, Binh Phuoc province. The starting point of the project is at Tan Thanh intersection with DT746 road of Bac Tan Uyen district, and the endpoint is adjacent to National Highway 13 in Lai Uyen town, Bau Bang district. This is a group B level II traffic project, with a total investment of more than 5,256 billion VND, from the central and Binh Duong province's budget.

The project is a key traffic project of Binh Duong province. Once put into use, it will significantly shorten travel time, reduce transportation costs, meet trade needs and improve freight transport capacity; create new momentum and development space; connect traffic between industrial - urban - service zones in the northern districts with the southern cities of Binh Duong province; connect inter-regionally with Binh Phuoc province and the provinces of the Central Highlands through main traffic axes such as National Highway 13, DH.613, DT.741 connecting National Highway 14, etc.

Accordingly, as of August 15, 2024, the province had 4,354 foreign investment projects with a total registered capital of nearly 41 billion USD. Binh Duong currently ranks third in Viet Nam in terms of foreign investment attraction, coming after Ho Chi Minh City and Ha Noi. Particularly, India ranks 23^rd out of 65 countries and territories with 10 projects and a total investment capital of more than 116 million USD. The main investment fields are medical equipment, processing industry, manufacturing, sterilization of agricultural and food products, etc.

Reporting to the delegation, Mr. Pham Van Tuyen – Deputy Director of the Department of Labor, Invalids and Social Affairs said that after 10 years of implementing Directive No. 37, the network of technical and vocational education and training institution (TVET) has been interested in arranging, reviewing and merging to improve quality, operational efficiency, diversity in forms, professions, and training levels to meet the vocational training needs of the people.

The province currently has 70 TVET establishments, including: 06 colleges, 10 intermediate schools, 18 TVET centers and 36 other establishments registered for TVET activities with 2,632 teachers and managers (teachers: 1,998 people; managers: 634 people); in which, teachers and administrators in the public school system accounted for 30.6%. The contingent of TVET teachers is trained and fostered to improve the quality, all teachers meet the standards of professional and pedagogical skills.

Conditions to ensure training quality are increasingly strengthened; training associated with employment, with the needs of businesses and the labor market being paid attention to, efficiency is improved. The socialization work has brought about initial results, which has attracted organizations and individuals to invest in the establishment of TVET establishments and non-public TVET establishments to develop, making positive contributions to the implementation of vocational training targets and tasks, contributing to diversifying vocational training activities in the province.

The enrollment scale, quality and efficiency of vocational training have changed positively and increased every year. The percentage of students and post-vocational apprentices with jobs and stable incomes is increasing. The results of vocational training have contributed positively to the goal of improving the quality of human resources, developing a skilled workforce, increasing labor productivity, contributing to increasing the rate of trained workers from 68% (in 2014) to 83% (in 2023), in which, the percentage of workers with diplomas, certificates increased from 19.5% (in 2014) to 32% (in 2023).

Training facilities and equipment at TVET institutions are invested in upgrading and expanding. The number of teachers has increased, gradually improved in quality, and met the standards according to regulations for teaching. The content of training programs and methods has been renewed; quality accreditation is paid attention to, so the quality of TVET is improved. The financial mechanism has been renewed in the direction of granting autonomy on recurrent expenditures, which has improved operational efficiency and investment efficiency in public TVET institutions.

The integration of the "3 Houses" in TVET activities has initially brought many benefits to schools, businesses and the State. Many TVET institutions have strengthened links with businesses in training and creating jobs for students such as supporting schools in building training programs, inviting experts and engineers with practical experience to participate in teaching, coordinating organizations for students, learn practical lessons, internships at enterprises, organize for teachers to visit production sites at enterprises, provide career counseling, and introduce jobs to students after graduation, and so on. It helps vocational training to improve the quality, increasingly associated with the needs of the labor market.

The experts from the Netherlands – Mr. Peter Portheine and Mr. Joost Helms evaluated the foreign direct investment situation (FDI) of the province, advantages, and disadvantages both domestically and internationally affecting FDI attraction. The experts said that Binh Duong needs to make good use of the trend of attracting new-generation investment and converting to investment fields with high value. Besides, it needs to create favorable conditions for procedures, investment licenses, etc. The province also needs to prepare land funds, science and technology zones, etc., to welcome high-tech manufacturers, especially chip semiconductor technology invested in Binh Duong.

Explaining at the meeting, the Chairman of the PPC Vo Van Minh said that Binh Duong carried out its tasks in the first 6 months of 2024 under many challenging conditions. However, the province's socio-economic situation has achieved many positive and important results, serving as the basis and conditions for successfully implementing the goals and tasks of the whole year 2024.

Promoting those achievements, along with new laws, policies, and regulations taking effect this year will have a positive impact on Binh Duong in the coming time (Land Law; Bidding Law; Electronic Transaction Law; Cooperative Law; raising the regional minimum salary; increasing base salary; establishing forces to participate in protecting security and order at the grassroots, etc.) the province will be determined, highly focused, direct and manage the implementation of specific solutions to strive to achieve the highest socio-economic targets in 2024 set by the Provincial Party Committee and People's Council.

According to the report, over the past time, attracting social investment in the province has achieved many positive results. Specifically, many social projects of different scales have received investment attention from enterprises, and the network of providing public services and promoting socio-economic development to meet the needs of people in the province has been increasingly expanded.

By 2023, the province had 336 non-public education and training institutions, accounting for over 50% of educational and training institutions in the province; 86 non-public vocational education and training (VET) institutions, accounting for over 77% of VET institutions in the province.

Currently, the number of hospital beds and the number of medical examinations and treatments at non-public medical facilities account for 40% of the total numbers of the province; 01 medical examination and inpatient treatment area on demand in the form of socialization with a total investment of 72 billion VND; 04 joint venture and association projects. These facilities have served more than 12,000 patients using medical services, with a total annual revenue of over 4 billion VND.

Cultural, physical education and sports activities are diverse, attracting a large number of people to participate. Performing arts projects, types of cultural service businesses, sports projects, and large-scale historical and cultural projects are invested in by enterprises to meet social needs.

The province has 21 facilities operating in the environmental sector that are eligible for socialization policies: 07 facilities for waste and hazardous waste treatment; 04 facilities for centralized urban wastewater treatment; 02 cremation/electro-cremation facilities; and 08 facilities for clean water supply.

Besides, there are 02 forensic examination organizations, i.e., the Forensic Examination Center under the Department of Health and the Criminal Techniques Department under the Provincial Public Security, with 122 people performing forensic examination tasks.

In addition to the achievements, the implementation of policies to encourage socialization still has many limitations. For example, investment and cooperation activities of the private sector in socialization fields in the forms of joint ventures, associations, business cooperation, and public-private partnerships are still isolated and have not created any breakthrough in the whole system. The results of mobilizing resources from economic sectors are not high due to the current situation of the province's infrastructure being lacking and not synchronous, not creating connections with neighboring areas. The quality of preschool education and non-public general education is still limited, and the rate of facilities meeting educational quality accreditation standards and national standards is still low. Foreign investors and foreign-invested economic organizations have not been attracted to invest in the health sector due to complicated land procedures, time-consuming and not economically effective, etc.

According to the Supervisory Delegation, in addition to objective causes related to laws and legal regulations, there are also objective causes: Propaganda work on socialization is not rich in content and form, not widely deployed to organizations and individuals doing business in the area; awareness of the policy of implementing socialization is still inadequate, application is not flexible; investors rarely participate in investing in areas with large investment capital, high operating costs, slow capital recovery and those that take too much time for investment procedures, land, planning, construction, etc.​
