(100% Japanese capital) currently has 04 factories in Viet Nam with 5,000 workers. The factory in Binh Duong province has 700 workers. The Party Cell of Foster Electric (Viet Nam) Co., Ltd in Binh Duong province was established in 2016, as a Party cell under the VSIP Party Committee. The Party cell currently has 09 party members, including 06 official party members and 03 reserve party members.

In the first quarter of 2024, the Party Cell sent 05 elite people to participate in the Party awareness training class organized by the superior Party Committee. In the 2024 plan, the Party cell will develop 02 party members.

The province's total GRDP always achieves a high growth rate compared to the whole country and was honored by ICF as the Top 1 community with a typical smart city development strategy in the world. In 2023, the total product in the province increased by 6%, and GRDP per capita reached 172 million VND. Export turnover reached 31.8 billion dollars, and import turnover reached 23.1 billion USD ranking third in the country in attracting foreign investment capital.

At the conference, labor representatives wondered about the province's policy of relocating the factory to the North that would affect the lives of workers such as changing accommodations, children's learning environment, and difficulties in commuting, etc. The representatives also asked questions about policies for workers and businesses. Mr. Doan Dinh Khanh - representing workers of Esquel Garment Manufacturing Viet Nam Co., Ltd. (Tan Uyen City) is interested in supporting regimes and policies such as accommodation and educational conditions of workers' children during the work stoppage to move the factory. Workers want the government to pay attention to building social housing, motel rooms, and service utilities such as schools, and reducing tuition for workers' children when moving to a new place.

Workers shared concerns and worries about the factory relocation

Representative of Dong Tam Lacquer Company (Thu Dau Mot City) said that the relocation location must be consistent with the industry characteristics of companies in the traditional lacquer field. When businesses are relocated and forced to stop production, it will affect the progress of contracts with partners and workers. Therefore, it is hoped that the province will have regimes and policies to support lacquer businesses and local workers.

Workers also want the province to provide specific information about policies, a list of businesses that need to relocate, and relocation locations so that workers can grasp the information.

In addition, businesses are interested in the relocation itinerary, relocation criteria as well as preferential policies on land lease and support policies when relocating. Many businesses are interested in converting land functions and subleasing currently used premises. Businesses expressed that they are currently in the recovery phase, so it is still very difficult to have enough finances to relocate and implement training policies for workers.

Ms. Le Thi Thuy - Business Manager of Viet HSing International Garment Company (Binh Chuan ward, Thuan An city) said that the land lease term is 50 years, but it has only been rented and used for 25 years. Meanwhile, in recent years, businesses have had many difficulties due to the impact of epidemics and political conflicts in the world. Currently, businesses do not have enough strength to relocate. If businesses must relocate, they want to exchange land and have a factory available to assemble production machinery immediately.

Responding to the concerns of workers and businesses, Ms. Nguyen Thanh Ha - Vice Director of the Department of Industry and Trade said that the province is collecting comments from units on a plan to develop criteria and policies. From that, the province will support and implement pilot conversion of functions and relocation of businesses located outside industrial zones and clusters in the South to Northern industrial zones. In 2024, the province will develop criteria to identify businesses converting functions and relocating. Besides, the province will develop and improve relocation support policies, and organize a workshop to collect opinions on determining criteria and policies to support relocation. It is necessary to implement pilot relocation of businesses (expected to relocate 05-07 businesses), summarize and evaluate the results of implementation of function conversion and relocation.

Regarding the development of policy groups to support relocation, it is proposed to have policy groups to support workers and businesses. For employees: Supporting employees during production stoppage, paying unemployment benefits to workers who must quit their jobs due to relocation, and supporting vocational training for workers at new locations. There should be social Insurance policies to ensure workers' rights and specific policies to support social housing for affected workers. For businesses: Supporting industrial promotion and trade promotion, having investment incentive policies for production and business investment projects in industrial parks, developing science, technology, and innovation, loan support, and supporting land and factory rental at new locations. In particular, it is proposed new policies to support businesses in relocating and converting functions such as a policy on changing the purpose of factories and land, using land under provincial planning, debt lending policy, and extension of payment time for land use conversion. There are policies to support loans for investment in building new production facilities and policies to support fees for implementing administrative procedures.

Orientation of industrial zones and clusters for relocation: industrial zones are arranged for 5% of land funds throughout the province. Cay Truong 2 Industrial Park and the remaining industrial parks are according to the province's planning. There are 07 existing industrial clusters, 12 industrial clusters in Dau Tieng district, 07 industrial clusters in Bac Tan Uyen district, and 09 industrial clusters in Phu Giao district.

Create all conditions for stable production and lives of workers

Regarding information about plans to create conditions for workers to relocate, Ms. Nguyen Thanh Ha - Vice Director of the Department of Industry and Trade said that the province has also developed plans to build social housing, social-cultural institutions such as schools, hospitals, and entertainment areas to best serve the demands of workers when relocating to new locations.

Mr. Pham Van Tuyen - Vice Director of the Department of Labor, War Invalids and Social Affairs shared the difficulties and thoughts of workers and businesses when implementing the province's policy. He affirmed that the relocation and conversion of functions of businesses located outside the Southern industrial zones and clusters to the North is the province's major orientation to build Binh Duong towards sustainable development and to become a smart urban area. At the same time, it aims to rebuild the province's urban areas. Therefore, the province's perspective is to research and develop solutions and tools to encourage businesses to relocate and convert functions. It is necessary to support and implement step by step according to the roadmap. Besides, it needs to minimize forced relocation.

"The province assesses that when relocating businesses, relocating machinery and equipment is simple, but workers are not. The province must calculate all conditions to meet the needs of workers. The province also researches legal regulations related to employee benefits such as work stoppages and leave of absence. At the same time, the province needs to consider additional specific policies to create the best conditions for workers when relocating." – Mr. Pham Van Tuyen said.

Regarding the planning of schools in the Northern industrial zones and clusters of the province to meet the learning needs of workers' children, Ms. Truong Hai Thanh - Vice Director of the Department of Education and Training said that the Department is advising the Provincial People's Committee to issue a Project to improve the quality of human resources and facilities of the Education and Training sector for the period 2024-2030. Accordingly, there is specific planning for schools in the Northern region of the province to meet the learning needs of workers' children. It is predicted that by 2030, the province's facilities will increase by 140 schools. The Department will coordinate with units to discuss and propose the best plan for the learning needs of workers' children when relocating the factory. Regarding policies related to tuition, the Provincial People's Council has issued a policy to support preschool children in industrial zones and clusters in the province, and it is necessary to specifically stipulate the support regime.

After operating in Binh Duong province, Giant Group realized there were many opportunities to expand its scale and develop further. The Binh Duong provincial government has always supported and created favorable conditions for the Group.

In the SIPAS Index 2023 on the level of satisfaction of people and organizations with the provincial public administration services, Binh Duong ranked 16/63 provinces and cities, decreased by 0.98% and 12 places compared to 2022. Five localities receive the highest level of people's satisfaction with the general service of State administrative agencies: Quang Ninh, Thai Nguyen, Hai Duong, Ha Tinh, and Hai Phong.

Over the past years, Binh Duong has taken advantage of its geographical location, and invested in building synchronous and increasingly perfect transportation infrastructure. The rapid development of industry and trade - services has created a strong driving force to push Binh Duong to become one of the leading localities in the country in logistics service development.

Up to now, Binh Duong has upgraded, expanded, and invested in its system of logistics centers and transportation in terms of scale and service quality, meeting the needs of storage and transshipment to serve domestic trade and export of goods of businesses in the province and region.

Ms. Huynh Dinh Thai Linh - Director of World Trade Center (WTC) Binh Duong, a member of Binh Duong Provincial Logistics Association, said that Binh Duong had formed a chain of regional logistics service links with an infrastructure system including 15 large-scale logistics centers, with 03 ICDs and 01 international railway station serving import-export of goods. It has also formed 10 river ports, 21 warehouses, 19 bonded warehouses, and 02 active CFS warehouses to serve production activities in industrial zones and clusters and perform the function of distributing and exporting goods to localities in the region.

According to Ms. Huynh Dinh Thai Linh, Binh Duong views logistics services as one of the important and key economic sectors in the province's development strategy for the period 2024-2030, with an orientation to 2045; contributing to shifting the proportion of services in the economic structure to 28% by 2025.

Specifically, logistics development aims at regional connectivity, orienting Binh Duong to become a satellite center, a place to gather goods and concentrate logistics services to serve goods production activities in industrial zones and clusters in the area.

Regarding the issue of the potential development of the logistics ecosystem in Binh Duong, Associate Professor, Dr. Ho Thi Thu Hoa - President of Viet Nam Logistics Institute affirmed that as it possessed the advantage of geographical location along with the rapid development of industrial parks, Binh Duong was considered a very "fertile" land for logistics businesses. With the advantage of a strategic location, strengths in industrial development along with urban infrastructure, transportation, and industrial zones and clusters planned for synchronous development, Binh Duong has all the favorable conditions to develop and become a service, industrial, and science-technology support center of the Southeast and the Southern region.

In particular, the logistics industry has full internal potential to become one of the important and spearhead economic sectors of the province, a driving factor in promoting Binh Duong's socio-economic development in the future.

Speaking at the dialogue session, Vice Chairman of the PPC Nguyen Van Danh said that in the draft Planning for the period 2021-2030, with a vision to 2050, Binh Duong has set a goal and orientation for developing the Logistics industry to become one of the main growth pillars of the entire Trade - Service industry of the province.

By 2050, it will strive to become a major logistics service center of the entire region and the Southern region, directly linked internationally with 05 basic value platforms, including A diverse warehouse system ready for various types of goods from industry and e-commerce; Multi-modal transport infrastructure, connecting seamlessly to localities and airports, seaports in the region; Fast and flexible transportation with diverse types of transportation for different types of goods; automating and digitizing processes through the application of "internet of things" network technology, AI in operating and managing goods circulation processes, and route control; intelligent monitoring system during transportation.

With the above goals and orientation of developing the logistics service industry, Binh Duong urgently needs the attention and support of relevant ministries, branches, and ideas from experts, associations, industries, sectors, and enterprises who are directly doing business in the field of logistics inside and outside the province. Thereby could help Binh Duong develop specific plans and solutions to develop an effective and sustainable logistics industry, improve value and competitiveness, and soon form a cross-border logistics service supply chain with high-quality services.

Song Than Station is the largest cargo terminal in the South, carrying out international freight transportation to China and Europe. Therefore, it plays a particularly important to the Southern Key Economic Region. In 2023, the volume of goods transported through Song Than station reached 1.6 million tons, expected to reach 3.2 million tons by 2030. The Ministry of Transport has agreed to upgrade Song Than station into an international intermodal station. However, according to standards and requirements, it lacks the warehouse area for services. Therefore, the Viet Nam Railway Authority wishes Binh Duong province to support site clearance and handover of public land encroached upon by people to upgrade and expand the station, meeting the needs of an international intermodal station.

Speaking at the survey, Secretary of the Provincial Party Committee Nguyen Van Loi affirmed the special significance and importance of Song Than station to the economy of Binh Duong province in particular and the whole region in general. Therefore, the province determined that this is a key project, and it is necessary to continue to accelerate the upgrade and expansion so that the project will soon promote economic efficiency.

The Secretary of the Provincial Committee requested Di An City soon clear the ground and allocate land to the Viet Nam Railway Authority to implement the project of upgrading and expanding the station. The Department of Transport and the Viet Nam Railway Authority study and update the planning to have facilities to expand the transport infrastructure of the area and build urban clusters,  trade, and services around Song Than International Intermodal Transport Station.

The Secretary of the Provincial Party Committee requested branches and levels of the province to closely coordinate with the Viet Nam Railway Authority to promptly remove difficulties and obstacles. Particularly, the implementation of upgrading and expanding Song Than station must have a specific plan, roadmap, and implementation time, which cannot be extended any longer due to the urgency of this project.

Develop a sustainable investment environment

Sustainable development of the investment environment is one of the important factors in combining reasonably and tightly factors of the economy, society, and environment. From there, a new perspective of business and production activities will be opened, and it is ensured that the natural ecosystem will not be harmed. We need to prevent and enhance the "resistance" of the province, especially those provinces where industry is the main driving force of development and has a large economic openness like Binh Duong.

After a long period since the re-establishment of the province, Binh Duong has effectively transformed the economic development model towards industry-urban-service with 29 industrial parks and 12 industrial clusters in operation, and it proves the success of the policy of "spreading a flower mat to welcome investors" along with the determination and companionship with the province's businesses. Binh Duong is continuously in the leading group of the country in attracting investment and rapid growth with high quality in most economic sectors creating a large source of revenue for the province's budget.

In that situation, the work of creating a business environment and attracting investment is always paid attention to by Binh Duong province. Until now, Binh Duong has ranked third in the country (after Ho Chi Minh City and Hanoi) in attracting foreign investment capital with 4.266 projects with a total registered capital of about 40.6 billion USD. The number of registered enterprises in the area is currently about 67.613 with a total registered capital of about 743.000 billion VND.

Sharing Binh Duong's future development orientation, Mr. Mai Hung Dung – Standing Vice Chairman of the PPC said that in recent years, the province's economy has been greatly affected by political conflicts in Western countries, and the supply chain of goods has been disrupted due to increasing strict standards of import and export in many markets. However, Binh Duong province is always consistent with the viewpoint "The difficulties of businesses are also the difficulties of the Provincial Government, and the success of businesses is the success of the province, too". From there, it is necessary to constantly pay attention and take many measures to remove difficulties and obstacles for businesses, however, this is only a temporary measure.

To help the province promote its potential and advantages in the Southeast region, Mr. Mai Hung Dung – Standing Vice Chairman of the PPC said that the province is creating a fair investment environment with high advantages compared to other provinces, and the province will promote internal potentials and resources in the following years and the coming period. The province focuses on maximizing the potential and development advantages associated with the 4 economic growth drivers.

It is necessary to promote the potential and advantages of geographical location, promote regional connectivity, and focus on cooperation and development with provinces in the region, especially bordering localities such as Ho Chi Minh City, Dong Nai, and Binh Phuoc to create a unified economic space, overcome bottlenecks, mobilize maximum resources from all economic sectors, combine capital between the Central and localities, promote the attraction of FDI projects, and take advantage of ODA capital, private capital and other legal capital sources to develop economic, socio-cultural, information technology and urban infrastructure. The aim is to focus on developing the province's key transport infrastructure such as Ring Road 3, and Ring Road 4 projects, Ho Chi Minh City - Chon Thanh Expressway, etc., and to connect localities in the Region to the airport (Tan Son Nhat, Long Thanh), seaport (Cai Mep - Thi Vai). Besides, it is necessary to develop Song Than station (Di An) into a key freight transportation center of the Southeast region, and goods transported by railway from Binh Duong will connect with China and other regional and international countries.

At the same time, industrialization and modernization are developed to associate with the development of a new industrial-urban service model.

In addition, Binh Duong province has been implementing a strategy to develop Smart Cities and Innovation Regions. In particular, the key development orientation is the fields of innovation, application of industrial achievements 4.0, smart management, and sustainable development.

Another priority direction is developing transport infrastructure to motivate direct investment into the province's overall economy. In the new stage, the province focuses on building a cross-border logistics center (Binh Duong New City) connecting to Long Thanh International Airport and International Transshipment Ports in Ba Ria - Vung Tau province and Ho Chi Minh City. It needs to strongly and synchronously develop the national logistics system, identify Song Than station as the international intermodal freight transit center of the entire South (rail transport), and connect with important economic corridors and Inter-regional trade routes from Ho Chi Minh City - Long Thanh, Nhon Trach (Dong Nai) - Phu My (Ba Ria - Vung Tau). It is necessary to complete the transport infrastructure system connecting trade with international border gate economic zones in Tay Ninh and Binh Phuoc provinces.

In the trend of globalization and international integration, an economy that wants to grow quickly and at a high level must rely on at least three basic pillars: applying new technology, developing modern infrastructure, and improving the quality of human resources. In particular, the most important driving force of sustainable economic growth is people, especially high-quality human resources. That means people who are invested in development, skills, knowledge, workmanship, experience, and creative capacity to become "a source of capital - human capital". The province has focused on training and developing high-quality human resources and creating a synchronous economic development with pillars of economy - society - environment.

The Deputy Prime Minister expressed his enthusiasm for Binh Duong's sustainable development orientation with green energy, renewable energy, smart energy, and effective policies. The Deputy Prime Minister said that Binh Duong needed to build a smart city model through digital transformation, promoting digital government, digital economy, and digital society development.

He highly appreciated the co-organizers of the Horasis China Meeting 2024. He believed that the Horasis China Meeting 2024 would create opportunities for all parties to share visions, seek opportunities and strengthen cooperation in innovation, sustainable development of science and technology, and promoting the spirit of "seizing new opportunities to develop together comprehensively".

The Meeting is not only a good opportunity for Binh Duong to promote the image of the province in particular and of Viet Nam in general to international friends, but this is also an opportunity for businesses to study and choose Binh Duong as an attractive, reliable investment destination, a worth living and developing place in the long term. The Deputy Prime Minister expressed his hope that the Meeting would open a new era for Binh Duong province in implementing digital transformation, developing green energy, sustainable development, becoming a smart city, and building the most effective space for investors.

This is also an opportunity for the Governments, localities, and businesses of the two countries to continue the themes of innovation and green energy. The Vietnamese Government commits to always listening, understanding, and creating good mechanisms and solid confidence for investors. The Deputy Prime Minister hoped that through the Meeting's dialogue sessions, there would be initiatives to help the Government participate globally.

The PPC grants 9 decisions approving investment policies and investment registration certificates

At the ceremony, the Binh Duong PPC granted investment approval policies and investment certificates to several typical projects in the province. The PPC also granted a Cooperation Agreement between the Binh Duong PPC and Viettel Post JSC in the fields of infrastructure development, logistics services, and e-commerce. Becamex IDC Corporation and Sunwah Group also signed a Memorandum of Understanding (MOU) on exchange and cooperation in various fields. They especially focused on the fields of innovation, digital transformation, technology development, and sustainable development and aimed to Net Zero.​

​The delegation was also welcomed by Mr. Nguyen Van Danh - Vice Chairman of the Provincial People's Committee (PPC) and leaders of provincial departments, and branches.

On behalf of the delegation, Mr. Xiong Meng expressed his pleasure to visit Binh Duong province and attend the Horasis China Meeting 2024.

Informing the provincial leaders, Mr. Xiong Meng said that CFIE has more than 300 different associations, and members of the Federation are all large domestic and foreign corporations and enterprises, covering all industrial sectors of China with many different industries, including infrastructure investment enterprises and industrial park development.

Previously, the delegation met Becamex IDC Corp. and was very impressed with its effective business strategy. Mr. Xiong Meng said that the two sides had similar activities and were looking for suitable items for investment cooperation.

Mr. Xiong Meng thanked the provincial leaders for creating conditions for Chinese enterprises to meet with departments, committees, branches, and enterprises of Binh Duong province to study about future investment.

Talking to CFIE, Provincial Party Secretary Nguyen Van Loi said that the Horasis China Meeting 2024 in Binh Duong province was meaningful to the province. Currently, China is one of the major investors in Binh Duong.

Besides, the relationship between Binh Duong and Chinese localities and partners has constantly improved. Binh Duong province has established friendly cooperative relations with Guangzhou city (in 2013) and is actively developing friendly cooperative relations with Henan province (China).

Sharing about Binh Duong province's investment attraction orientation, the Secretary welcomed CFIE's interest and investment plan in Binh Duong. The province encouraged Chinese enterprises to expand investment cooperation in their strong areas, as well as areas that Viet Nam needs, such as artificial intelligence, green economy, circular economy, new energy, transportation services, infrastructure construction, electronic components, etc.

Binh Duong province highly values and appreciates the positive contributions of Chinese enterprises to the local socio-economic development over the past time. Binh Duong is ready to create favorable conditions for Chinese corporations and enterprises to expand investment.
