​​Accordingly, departments, committees and branches; People's Committees of districts, towns and cities focus on leading and directing the drastic implementation of the instructions of the Central government and the province on the work of ensuring traffic order and safety (TOS); strengthening the responsibility of the leader in coordination, promoting the synergy of the whole political system and the whole people in the field of ensuring TOS and preventing traffic jams; at the same time, organizing extensive propaganda and mobilization to officials, civil servants, public employees, employees, youth union members, members and people in the area to strictly observe the regulations when participating in traffic.

The Department of Transport directs the Transport Inspectorate to develop a plan, and coordinate with the traffic police and local police to focus on reviewing and inspecting business activities and conditions for road transport business, the management of drivers and conditions of vehicle drivers at establishments of organizations and individuals doing business in passenger and goods transport by container in the locality; strictly inspect at the starting points and the implementation of regulations on ensuring traffic safety for transport business activities, resolutely not to disembark vehicles that are out of date, out of inspection, overloaded and over the number of people specified, drivers are not in good health conditions; strengthen inspection and handling of passenger transport activities at locations with the phenomenon of "unlicensed coach, non-fixed station".

At the same time, it is requested that enterprises, bridge and road B.O.T units, traffic works construction units, and traffic infrastructure maintenance units strengthen the review, inspection, maintenance and repair of traffic infrastructure, take measures to ensure traffic safety for construction works on roads in use, especially main traffic routes and important traffic hubs; assess, survey to identify "black spots", potential points about traffic accidents, crowded locations and areas, potential risks of traffic safety in order to have timely remedial solutions, contribute to traffic accident control, ensuring TOS.

At the same time, it is requested that organizations, individuals and drivers sign a commitment to strictly comply with regulations on ensuring traffic safety, not to hand over vehicles to people who are not qualified and capable of driving, who have used using alcohol, showing signs of using drugs or other stimulants; not to bring vehicles that have not yet met technical safety standards, have expired registration, or have expired use-life in the transport of goods and passengers, etc.
