Overview of the meeting
The meeting approved the report on the PPC's direction and administration and the socio-economic situation, national defense and security in July 2023. According to the assessment, the socio-economic situation has positive changes; Industrial production, trade, services, exports and imports increased compared to the previous month, and retail activities took place actively.
The index of industrial production in July 2023 was estimated to increase by 2.3% over the previous month and by 8.3% over the same period in 2022. Total retail sales of goods and revenue from consumer services in July were estimated to increase by 3% over the previous month and up 16% over the same period. The average consumer price index in 7 months increased by 3.2% over the same period.
Export turnover was estimated to increase by 17.6% over the previous month and by 8.7% over the same period. Import turnover was estimated to increase by 18.7% over the previous month and by 5.2% over the same period.
In general, for 7 months, the manufacturing and processing industry continued to maintain growth. Total retail sales and revenue from consumer services; domestic investment attraction increased sharply compared to the same period in 2022. Specifically, in the past 7 months, the province has attracted 52,472 billion VND of domestic investment capital (up 16.5% over the same period), including 3,441 newly registered enterprises, 957 enterprises increasing capital, 55 enterprises reducing capital; 366 enterprises dissolved. Foreign investment attracted 977 million USD (equivalent to 39% over the same period). Budget revenue was 35,780 billion VND, equal to 84% over the same period, reaching 53% of the estimate of the Provincial People's Council.
In the field of culture-society, the province has well implemented policies for the subjects; visited and gave gifts to workers on the occasion of the 76th anniversary of War Invalids and Martyrs' Day (July 27). During the month, having consulted jobs for 10,000 people, 2,992 people received jobs; paying attention to dismantling, guiding procedures, the process of granting work permits for foreigners. The quality of education was maintained and improved, the average result of the high school graduation exam was ranked 2nd out of 63 provinces and cities. Security, politics, social order and safety in the area were maintained.
However, the production and business activities of enterprises were still very difficult. Export and import turnover decreased in 7 months (export decreased by 16.5%, import decreased by 13.8% over the same period). Disbursement of public investment capital was low compared to the plan (as of August 02, 2023, 7,193 billion VND was disbursed, reaching 33% of the plan assigned by the Provincial People's Council and reaching 59% of the plan assigned by the Prime Minister).

The meeting also considered a number of issues: The implementation situation of the An Tay River port project; the draft Directive on improving the appraisal quality of investment policies and projects in the province; approval of typical designs, sample designs for housing that workers and employees hire to live in the province; report on the results of reviewing the contents specified in Clause 2, Article 23 of the PPC's Decision No. 10/2023/QD-UBND dated April 13, 2022, on compensation, support and resettlement when the State recovers land, etc.

Concluding the meeting, the PPC Chairman Vo Van Minh said that the province's socio-economic status is showing positive signs, the negative level of exports and imports is decreasing; financial and tax data, especially domestic investment attraction, are quite good; foreign investment attraction is positive with the completion of Viet Nam - Singapore III Industrial Park to welcome investors. These are huge opportunities to create a driving force for socio-economic development in the remaining months of 2023. The PPC Chairman requested the departments and branches to continue implementing the instructions of the Central government and the province on socio-economic development; drastically and effectively implement tasks and solutions to remove difficulties for the production and business of people and enterprises.
The PPC Chairman basically agreed with the remaining contents. For the An Tay port project, the Department of Planning and Investment coordinates to proactively complete the dossier to minimize the project implementation time. The Department of Construction receives comments and suggestions at the meeting to complete regulations on typical designs, sample designs for housing that workers and employees hire to live in the province.
