​Accordingly, agreeing to supplement the subjects who are employees who have not participated in Social insurance (about 109,000 people) for many reasons (employees who are on probationary period, seasonal employees, employers who do not sign labor contracts or participate in Social insurance for employees), have worked at the unit or enterprise for 30 days or more, to the applicable subjects specified at Point h, Clause 1, Article 1 of Decision no. 09/2021/QD-UBND dated July 16, 2021 of Provincial People's Committee (Other subjects must suspend work at the request of competent state agencies for Covid-19 prevention and control).

At the same time, updating and publicizing the list of units and enterprises that employ the above employees but fail to comply with the provisions of the labor law; including in the plan to inspect the implementation of the labor law when the pandemic situation is under stable control.

The Department of Labor, War Invalids and Social Affairs is responsible for guiding specific beneficiaries and conditions to be entitled. The support must be timely, fast and in accordance with regulations, publicity and transparency; avoid the phenomenon of comparison, policy profiteering.
