Committee, leaders of departments, agencies, representatives of industry
Associations.
Addressing opening session,
Prime Minister Nguyen Xuan Phuc said that, after a year of implementation of
Resolution 35 of the Government on development of businesses, this second
meeting to discuss action plan in the future to have a breakthrough in business
growth. Therefore, the Government wants to receive honest opinions from
businesses.
According to preliminary
report on the implementation of Resolution 35 of the Government, in 2016, the
number of newly registered businesses is 110.100 businesses, reaching its
highest ever number; committed capital increased 48.1% over the same period;
number of business returning to operation increased by 24.1%. In the first four
months of 2017, number of new registered businesses was 39.580 businesses with
registered capital of 369.635 billion dong, increased 14% in the number of
businesses and 48,9% increase in capital over the same period. The number of
businesses returned to operation was 11.545, increased 1.9% over the same
period. Up to April 20th 2017, there are about 612.000 businesses in
operation.

Conference heard comments
from businesses on implementation of government solutions to improve business
environment, support business development. Some mechanisms, policies,
administrative procedures, access to resources of businesses such as capital,
land ... the overlapping inspection, test and audit are more concerned by many
businesses with Government.
Speak at conference, Prime
Minister said that, there are still many barriers to the development of
business; and government has identified these barriers. Prime Minister Nguyen
Xuan Phuc stressed that in the near future, the Government is committed to
addressing two key issues: First, continue to create a fair, friendly business
environment, encourage investment, ensure law enforcement through specific
employment; Second, enhance competitiveness of Vietnamese businesses, optimize achievements
of the 4th Industrial Revolution.
The Prime Minister also
suggested businesses and business associations to contribute ideas to develop
and organize implementation of policies to have a better investment
environment. The government is also looking forward for business integrity,
better environment protection. Local authorities across country need to develop
programs to facilitate business development. Every official and officer in the
State must understand their responsibilities, obligations, seriously implement,
always ready to accompany with business to protect legitimate business, protect
property rights, freedom of business.
