Accordingly, goal of the Plan is to mobilize resources to meet needs of economic growth; strive for period from 2016 to 2020 attract more than 7 billion US dollars of foreign investment and 110.000 billion of investment capital from domestic businesses.

In this period, province will promote in attracting investment in high quality service industries, industrial development support services; building system that promoting and introducing potential of province; attracting investment focusing on trade in services, urban development projects, high-tech agricultural projects, and centralizing  the implementation of Triple Helix Smart City Scheme (state, businesses and schools, academies).
