In 2020, the entire branch of CST has focused on implementing "dual-task" to both prevent and control the Covid-19 pandemic, and also perform socio-economic development in accordance with the direction of the Provincial People's Committee and the Ministry of CST. The institutions of culture, sports and monuments from the provincial to grassroots levels continue to be paid attention to invest in building, repairing, and embellishing, etc.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Loc Ha praised the efforts of the entire branch in 2020; at the same time, noted the CST branch with some contents in 2021, such as: Urgently completing projects, programs and plans related to the development of the branch's non-business fields by 2025, with an orientation to 2030. ​​Accordingly, the Department of Natural Resources and Environment organizes the review and increases the frequency of air monitoring in the periodic monitoring program in the province to ensure close monitoring of the changes in air quality in the province. Performing the calculation and publication of the ambient air quality index under the instructions of the Vietnam Environment Administration. Publishing the results of air quality monitoring on the Portal of the Department of Natural Resources and Environment, the Provincial People's Committee; at the same time, connecting with the Ministry of Natural Resources and Environment and coordinating with Binh Duong Newspaper, Binh Duong Television & Radio Station to provide timely information and warnings about the air quality for residential community in the province to know, especially in the cases of air pollution that affects the health of the residential community.

In parallel, coordinating with the provincial Public Security, the People's Committees of districts, towns and cities to promote the supervision and inspection of sources of emissions, in which, focusing on sources of emissions or pollutants that are likely to endanger the health of the community or population. Organizing to announce and publicize information on sources of air pollution, individuals and organizations violating the law on environmental protection in the province on the mass media. Reviewing and improving the capacity of state management on air protection, effectively organizing the implementation of the plan for air quality management in the area.

On the other hand, coordinating with specialized agencies to accelerate the implementation of the Smart City Project, especially the projects that involve equipping with automatic air monitoring systems; developing the theme and focusing on propaganda and mobilization of people not to burn domestic solid waste and agricultural by-products and post-harvest wastes, etc.

Briefly introducing Vietcombank's development, Mr. Nghiem Xuan Thanh said that over the past 58 years, Vietcombank has always strived to become one of the thriving banks in Vietnam, the bank's growth rate increases by 2.5 times per year, bad debt is only 0.6%/year - the lowest in the banking system in Vietnam. In 2019, the Bank's profit reached 23,000 billion VND and is the only representative of Vietnam in the Top 1,000 largest listed companies worldwide. In 2020, although being heavily impacted by the Covid-19 pandemic, Vietcombank's credit growth still reached 14%; the Bank has tried its best to share the difficulties with enterprises by reducing five times of loan interest rates for enterprises. In Binh Duong, there are currently 05 branches of Vietcombank with a total credit capital of 80,000 billion VND, bad debt in branches is less than 0.5%. Following the undertakings, lines and policies of Binh Duong, Vietcombank branches have well performed their assigned professional tasks, accompanying Binh Duong province to carry out social security.

Over the past years, Thu Dau Mot city has always been interested in investing in socio-cultural projects to meet the needs of people in learning, medical examination and treatment, entertainment.

The city has changed the purpose of using public land funds in the area to build 98 parks and flower gardens with an area of over 144,381m2, total investment cost from the budget is 71.77 billion VND, socialization cost is about 700 million VND. After construction, the city continues to mobilize resources of socialization to equip exercise equipment, stone benches, plant trees with an estimated budget of 3.4 billion VND, etc.

The city currently has 06 Centers for Culture, Sports and Community Learning to serve the needs of cultural activities, sports and the learning needs of union members, members and people. The whole city has 37 mini football courts, 10 badminton courts, 02 tennis courts, 04 swimming pools, etc. with an investment of over 90 billion VND.

Along with improving the quality of teaching and learning, the city also pays attention to invest and put into use new and spacious schools such as Phu Tan, Hoa Phu Kindergartens; Phu Tan, Hoa Phu, Chanh Nghia, Tuong Binh Hiep primary schools; Nguyen Thi Minh Khai, Tuong Binh Hiep, Hiep An secondary schools, etc.

In the health sector, there are 05 public hospitals, 10 general clinics, 182 specialized clinics and 46 medical service establishments in the city to meet the people's needs for medical examination and treatment.

Besides the achieved results, the implementation of socio-cultural works in Thu Dau Mot city still has shortcomings. According to Ms. Nguyen Thu Cuc - Chairwoman of the City People's Committee, the invested parks and green garden are mainly small, there are not many large-area parks with full function as a community park. At the same time, there is no effective solution in managing and using the park.

At the meeting, the leaders of Thu Dau Mot City proposed the province on investment policy in building Mui Tau Park in the area of the Department of Anti-Drug Police (Hiep Thanh Ward), expanding Chu Van An Secondary School, using a part of the area of the Provincial General Hospital to build Medical Center of City, etc.

Through the opinions of leaders of departments, branches, Secretary of the Provincial Party Committee – Mr. Tran Van Nam assessed that Thu Dau Mot city has many bright spots in the implementation of socio-cultural works, but it is still not worthy with the development, not bringing into play the effect of socialization in investment in the construction of works. The Secretary asked the city to continue to pay attention to this feild, paying special attention to speeding up the construction of Mr. Nguyen Sinh Sac relic in the Hoi Khanh Pagoda area (Phu Cuong ward). Besides, the city needs to calculate the planning, ensure the legality of works. The Secretary also gives specific opinions on local proposals.

According to the report, after the Provincial People's Committee held a meeting on the spending levels and beneficiaries of the Tan Suu Lunar New Year in 2021, the Labor, Invalids and Social Affairs sector reviewed the groups of subjects that are managed by the industry and developed an implementation plan. Through the review, the total number of people with meritorious services receiving Tet gifts from the provincial budget is 27,375, with the highest expenditure of 4 million VND, the lowest expenditure of 1.3 million VND, the total cost for implementation is about 43 billion VND. In addition, there are about 18,754 people with meritorious services being supported with gifts from the President with a total budget of 5.7 billion VND. Spending 02 months of benefits (January and February) for those who are enjoying preferential policies for people with meritorious services to the revolution before the 20^th of lunar December.

For social protection beneficiaries, the whole province has about 29,578 beneficiaries enjoying monthly benefits outside the community, the support budget for Tet in 2021 is about 21 billion VND (the expenditure is 700,000 VND / person). The whole province has 3,875 poor households (3,114 poor households and 761 households have just escaped from poverty by the end of 2020) with a Tet allowance of 1,500,000 VND / household.

The Labor, Invalids and Social Affairs sector has also advised and instructed localities to organize leader delegations to visit, give gifts and wish longevity for the elderly during the Lunar New Year in 2021. Currently, the whole province has about 12,797 elderly people. Total expenditure for visiting and giving gifts is about 8.8 billion VND.

For the Tet bonuses of enterprises, as of January 13, 2021, 2,109 enterprises have reported their Tet bonus, of which 1,368 enterprises have plans to give Tet bonuses, the rest 741 enterprises have not plan to give Tet bonus for employees. The highest Tet bonus is 479 million VND for managers of foreign-invested enterprises; for labor workers, the average bonus is about 7.73 million VND, the lowest is 4.42 million VND; In addition, some businesses will reward an additional gift for their employees.

Through discussion with the local trade unions of enterprises, it is shown that in 2020, although many businesses are affected by the Covid-19 epidemic, most businesses still try to maintain the Tet bonus of the Lunar New Year in 2021 for employees working full year or more with 01 month's basic salary in order to keep them from returning to work after Tet holiday. For new employees working under 12 months, enterprises will base on the number of months working in order to give a suitable amount of bonus. Some businesses also have plans to give Tet bonuses to employees but have not yet announced them to employees because they are still considering and calculating the appropriate bonus level and are still focusing on completing orders in time before Tet holiday.

The Department of Labor, Invalids and Social Affairs will continue to coordinate with the units to continue grasping the situation of salary payment, Tet bonus and keep labor, employment, labor relations stable at enterprises in the province in order to take appropriate measures to ensure benefits for employees.

Concluding the meeting, Chairman of the Provincial People's Committee – Mr. Nguyen Hoang Thao basically agreed with the plans to take care Tet for objects in the province. The Chairman of the Provincial People's Committee suggested that the functional departments increase their knowledge on salary payment and Tet bonuses for employees, especially to have solutions to ensure the security and order situation in the province and the work of Covid-19 epidemic prevention control, minimizing collective labor dispute and strikes. The Chairman of the Provincial People's Committee also noted that functional departments and localities have strengthened the management of vagrants, beggars to ensure aesthetics, security and order during Tet holiday; guide the district and social protection agencies to well manage and implement the policies for social protection beneficiaries, create conditions for social protection beneficiaries and poor households to welcome the New Year fully and comfortably.​

Post and telecommunications network develops rapidly and steadily. Information technology (IT) has developed strongly with many achievements in IT application of state agencies and social life. In particular, the National Digital Transformation Program with the dual goal of developing a digital government, digital economy, digital society and forming growing up digital technology enterprises in Vietnam, which has spread widely in the whole society, from central to local.

The press has affirmed its role and position in the cause of national construction and defense; to be an important information channel to help the Government manage socio-economy, curb inflation and ensure social security; to fight against and combat negative developments, fight against Non-violent resistance and distorted allegations of hostile forces; honestly reflect the main flow of Vietnamese society, create consensus, spread positive energy, arouse the aspirations of strong and prosperous Vietnam, contribute to creating spiritual strength for Vietnam to make breakthrough.

The growth indexes of many fields in the IC industry are highly appreciated by international organizations. According to the report on the Integrated Index for Postage Development in 2019 published by the Universal Postal Union (UPU), Vietnam ranked 45/172 countries (increase by 5 orders compared to 2018); in the telecommunications sector, the IDI rating of Vietnam reached 5.69, corresponding to the 77th rank (equal to Thailand); Vietnam has a strong improvement in the ranking of global cybersecurity and safety assessed by the International Telecommunication Union (ITU), from 100th rank in 2017 to 50th rank in 2019. Vietnam is also considered as the country with the second lowest number of mobile malwares in Southeast Asia, following Singapore. Vietnam is considered to be the country with the strongest progress on the WEF's 140-country ranking, with a 10-level increase in the GCI index (from 77th rank in 2018 to 67th rank). In which, the Component Index of Information and Communication Technology application (ICT adoption) plays a very important role when increasing by more than 50 ranks from 95 (2018) to 41. Survey Report on E-Government Development Index (EGDI) in 2020 was announced by the United Nations on July 10, 2020, Vietnam ranked 86th out of 193 member countries of the United Nations, increased by 2 ranks compared to 2018, of which the Telecommunication Infrastructure Index increased sharply by 31 orders.

Delivering a speech at the conference, Deputy Prime Minister – Mr. Vu Duc Dam affirmed that 2020 is a year of numerous difficulties in the face of Covid-19 pandemic; However, Vietnam has made spectacular progress, especially efforts of the IC industry to overcome difficulties to achieve many proud achievements. In the next 5 years, the entire IC industry needs to bring into play its overall strength to create trust, social consensus and national aspirations for a mighty Vietnam; The Ministry of Information and Communications is strong, develops, plays an important role and position in the system of government agencies, having a great impact and influence both domestically and internationally. Focus on promoting digital transformation, bringing technology into all fields; promote innovation, create growth, increase labor productivity; technology and digital infrastructure play a decisive role in the digital economy, contributing to making Vietnam become a prosperous developed nation by 2045.​

​​Specifically, the first platform is to manage the e-newsroom. This platform allows building a newsroom converging modern technology, bringing the entire journalism profession to the digital environment, including publishing process management activities, the newsroom's internal management activities, two-way interactive activities with readers, measuring the number of readers, applying technology, presenting content and availability for a future e-newspaper subscription model, applying technology, presenting content and being ready for a fee model of electronic newspaper in the future. The Ministry of Information and Communications has evaluated and selected a good e-newsroom management platform in the market, offered a free first year policy for all basic modules, entire infrastructure services, including: Server, transmission line and distribution of content nationwide.

The second platform is to analyze information and opinion on social networks. This platform helps press agencies to promptly grasp information and public opinion, thereby recognizing information to have news, articles responding to readers' wishes at the right time. This is a way to help the press agency innovate operations, improve its competitiveness, and increase the number of readers rapidly. To use and exploit the platform, the press agencies will be provided with accounts and instructions for use by the ministry.

The third is the platform to support attack prevention and emergency response for information system of press agencies in order to create a shield and protect digital environment operations for press agencies. The Ministry of Information and Communications supports press agencies to remotely monitor, early warning of information insecurity risks for systems. When the press agencies encounter serious incidents, through the emergency response and coordination system, the Ministry will implement technological measures, allocate resources for the press agency support network to promptly resolve and troubleshoot problems.

To participate in the three above support programs, press agencies should contact the Authority of Information Technology Application or the Authority of Information Security (Ministry of Information and Communications). The Ministry of Information and Communications will continue to evaluate and select digital transformation platforms to accompany press agencies in the digital transformation process.

​Decree 136 replaces Decree no. 79/2014/ND-CP dated July 31, 2014 detailing the enforcement of a number of articles of the Law on FPF and the Law amending and supplementing a number of articles of the Law on FPF. Decree 136 includes 9 chapters and 54 articles with 9 appendices attached. Compared with Decree no. 79/2014/ND-CP, Decree no. 136 retains 1 article, amends and supplements 47 articles, annuls 10 articles, builds 6 new articles. At the same time, amending and supplementing 05 appendices, annulling 01 appendix and building 04 new appendices.

Decree 136 focuses on concretizing fire prevention conditions for facilities and objects. For example, stipulating for newly built residential areas to have designs and the firefighting designs must be approved by competent authorities; clearly stipulating some conditions to ensure FPF safety and for households that both live and product and do business, etc.

In particular, Decree 136 has added a number of facilities to the list of facilities subject to FPF management (Appendix I), which are: Inn, primary school, secondary school; house for living combined with production and trading of flammable goods, substances, goods in flammable packaging of households; convenience stores, etc.

The remarkable point of Decree 136 is the deregulation of vehicles with 4-9 seats to be equipped with fire extinguishers. According to the new regulations, vehicles from 4 to 9 seats only need to comply with the tested operating conditions, materials and goods laid and arranged on the vehicle to ensure FPF safety. This is one of the points that many vehicle owners and companies have commented that need to be revised for many years.

Decree 36 also has many additional points, aiming to enhance the roles and responsibilities of the head of the facilities, local authorities, in accordance with the "4 on-the-spot" motto in FPF work: human resources on-the-spot, leadership on-the-spot, means and materials on-the-spot, and logistics on-the-spot.

Regarding the inspection, Decree 136 stipulates the direction of reducing the number of times that the FPF Police periodically inspect the grassroots in the year, instead enhancing the roles and responsibilities of the head of the facility, the leader of the communal People's Committee, owner of motor vehicle, owner of household, owner of forest, etc. Even in the safe conditions of FPF for the residential area, it is clearly stated that the Chairman of the Commune People's Committee will implement and maintain throughout the operation process.

Specifically, in Decree no. 79/2014/ND-CP stipulating the FPF Police to quarterly inspect the FPF safety for facilities at risk of fires and explosions. In comparison to Decree 136 which only stated, the Public security agency is responsible for inspecting the FPF safety every 6 months for the facilities on the list of facilities at risk of fires and explosions. That means the number of inspection times of Public security agency for facilities at risk of fires and explosions has decreased by half compared to the previous regulations.

Decree 136 also stipulates a list of facilities managed by the Commune People's Committee (Appendix IV), ensuring that it is consistent with the new organizational model of the Ministry of Public Security. Remarkably, at Point c, Clause 3, Article 16 of Decree 136 once again emphasizes the role of local authorities when clearly stipulates, the Chairman of the communal People's Committee is responsible for directing and organizing to inspect the FPF safety periodically once a year.

This regulation will help local authorities to stick closely to the area, to have timely guidance and measures, close to the actual situation in the management area. Thereby, together with the Public security and Military forces, the heads of the quarters form the fire prevention networks at the facility, being able to initially handle the fires that just break out in order to limit the large fires occurring.​

At the conference, delegates listened to reports on socio-economic development, national defense and security in 2020, socio-economic development, national defense and security plan in 2021; construction of the political system in 2020 and directions and tasks in 2021.

The meeting overview

According to the report, in 2020, Ben Cat town drastically implemented measures to prevent and control the Covid-19 epidemic in the new situation, and renewed the method of direction, administration, and responsibility of heads, cadres, civil servants and public employees in coordinating to perform tasks, so that the economic situation continued to grow and develop stably, most of the economic development indicators have increased compared to the same period. The economic growth rate in 2020 reached 18.9%; total production value reached over 164,662 billion VND at current prices, increased by 17.5% over the same period, reaching 97.9% assigned target of the resolution of town's People's Council; per capita income reached 135 million VND / person / year. The fields of culture and education are frequently concerned; political security situation was maintained and stable. The work of building the Party and building the political system has achieved many important results.

In 2020, the entire Party Committee focused on implementing working aspects to successfully implement Resolution of the Town Executive Committee on directions and tasks in 2020, contributing to complete the goals and tasks for the whole term 2015-2020; at the same time, to focus on leading and directing to organize successfully the Party Congress at grassroots and the town's Party Congress, proceeding to the 13^th National Party Congress.

The meeting approved the resolution of the town's Executive Party Committee on directions and tasks in 2021. Accordingly, some of the main targets in 2021 are: Growth rate at constant prices of 11.7%, total budget revenue in the province being 2,347 billion VND; foreign investment capital attraction of over 300 million USD; newly development of about 300 small and medium enterprises; the rate of communes and wards meeting standards of urban culture and civilization from 60%; admitting at least 120 new members.

In the period of 2016-2020, the Ministry of LI&SA, committees, branches and localities have implemented breakthrough solutions to develop vocational education, the quality of human resources has been significantly improved in accordance with market demand. The rate of trained employees increased from 51.6% in 2015 to 64.5% in 2020.

Over the past five years, the country has created new jobs for more than 8 million employees; the general unemployment rate is 2.48%, in urban areas is below 4%; Vietnam is one of the 10 countries with the lowest unemployment rate in the world.

Policies and regimes towards people with meritorious services to the revolution were fully implemented, solving backlog in recognition and certification of people with meritorious services towards the direction of expansion. Up to now, 99.7% of households with meritorious services have a living standard equal to or higher than the average living standard of people at the residence; there are no more poor people with meritorious services. The rate of poor households according to the multidimensional poverty level declined rapidly, from 9.88% in 2015 to 2.75% by the end of 2020, reaching the target 10 years ahead of the United Nations Millennium Development Goals.

Particularly in 2020, with the great impact of the Covid-19 pandemic and unusual natural disasters, storms and floods, many countries in the region and the world fall into recession, Vietnam is proud to have achieved "dual goals" in preventing, controlling the pandemic while maintaining economic growth.

In 2021, the Ministry of LI&SA identifies a number of specific tasks, of which to focus on developing a flexible and adaptive labor market in order to effectively mobilize and use human resources for socio-economic development in the "post-Covid" period. Improving the quality of vocational education, focusing on training high-quality human resources associated with labor restructuring. Focusing on building harmonious, stable and progressive labor relations, especially a number of new issues such as salary policy, prolonging the retirement age, developing labor relations, and forming representative organizations representing employees at enterprises as prescribed in the Labor Code effective from January 01, 2021. Implementing synchronously and effectively policies on social security and social welfare; continuing to improve and enhance the lives of people with meritorious services, especially after the revised Ordinance on Preferential Treatment for People with Meritorious Services takes effect; caring and supporting the poor and vulnerable subjects in society, contributing to the realization of the goal of rapid and sustainable development. Protecting and resolutely handling acts of mistreatment and abuse of children and women, etc.

Speaking at the conference, Deputy Prime Minister Vu Duc Dam acknowledged and praised the results and achievements achieved by the LI &SA branch in 2020, including poverty reduction activities, implementation of policies for people with meritorious services, social security, employment and vocational training in the complicated situation of Covid-19 pandemic, etc.

The Deputy Prime Minister requested that, in 2021, the whole branch concentrates on creating a comprehensive and fundamental innovation step, focusing on the following areas: Developing a multi-layered, diversified and unified social security system, mobilizing the whole society's cooperation; improving the quality of vocational education, contributing to the training and fostering of human resources, especially high-quality human resources associated with the technology revolution 4.0. In the immediate future, the Deputy Prime Minister suggested agencies and localities focus on taking good care of Tet for the social protection beneficiaries, the poor, and people with meritorious services to the revolution.

This is the 3^rd seminar organized by the Office of the Government and the Embassy of Japan in Vietnam in the field of e-Government development and is one of the cooperation and support activities of Japan for Vietnam in the implementation of e-Government.

From Japanese policies and experiences, Ministries, branches and localities together exchange, research and apply in accordance with the actual situation of their respective Ministries, agencies and localities.

In the year 2021 and the following years, the Government of Vietnam determines that the development of e-Government is a common trend of countries in the world and a fiscal space for economic development, a basic foundation for realizing the prospects for international integration of Vietnam, with the cross-cutting point of view that building and developing e-Government must ensure close linkage between the application of information technology and administrative reform, improve the publicity, transparency, reform service methods; get the people, enterprises centered and the satisfaction of individuals and organizations is an important measure in e-Government development.

Promoting the processing of work documents in the network environment, strengthening connection and linkages between state administrative agencies with socio-political professional organizations and enterprises, in which, focusing on the replication of the Information System serving meetings and processing work in Ministries, Ministerial-level agencies, People's Councils, People's Committees at provincial and district levels.

Effectively implementing the provision of online public services at level 3 and 4 and making online payment on the National Public Service Portal; digitizing the results of administrative procedures settlement, applying information technology to make the process and procedures transparent; connecting and sharing shared databases for processing administrative procedures and providing public services.

In addition, concentrating on the implementation of information systems serving the direction and administration activities of the Government, the Prime Minister, Ministries, branches, localities and and information systems serving people and enterprises.

​Promoting heroic traditions from previous generations, the Vietnam Students' Association of Binh Duong Province has been operating for more than 10 years with many outstanding achievements and pride in the work of solidarity, gathering, orientation of activities and care for students.

At the conference, Vice Chairman of the Provincial People's Committee Nguyen Loc Ha announced the situation of socio-economy, national defense and security in 2020. Accordingly, in 2020, there were big changes in the international and domestic situation due to the impact of the Covid-19 pandemic, however, with the focus of drastic direction and leadership of the party executive committees and authorities at all levels and the high determination of the political system, the enterprise community and all strata of the people, the province's socio-economy achieved many positive results, political security, social order and safety were maintained.

The gross regional domestic product (GRDP) was estimated to increase 6.91%, per capita income reached VND 150.1 million; foreign investment attraction reached over USD 1.8 billion. The province mobilized VND 616 billion to care for poor households and policy families. The work of building and regulating the Party, building the political system achieved many positive results, clearly shown through the successful organization of the 11^th Party Congress of Binh Duong province, 2020-2025 tenure.

The Binh Duong Television Cycling Tournament Open - Ton Dai Thien Loc Cup is held annually (since 2014). Through many times of organization, the tournament is considered one of the largest and most attractive, prestigious, successful and large-scale cycling tournaments for movement riders in the country.

After the opening ceremony, more than 170 riders from 14 clubs in the country started for the 1^st stage from Binh Duong New City (Hoa Phu Ward, Thu Dau Mot City) to Binh Phuoc with a length of more than 100 km, which is meant to celebrate the 46^th anniversary of the Phuoc Long Victory, the 24^th anniversary of the Development Day of Binh Duong and Binh Phuoc provinces (January 01, 1997 - January 01, 2021).

Right after Tet holiday, the heads of units quickly return their operations to normal, not to affect activities of people and businesses. The State administrative agencies thoroughly grasp and strictly implement the direction that do not use the budget to organize visiting, greeting New Year, and giving gifts to leaders of agencies and units at all levels; do not use public means and property for personal activities during Tet holiday or festivals.
