The Department of Ethnic and Religious Affairs was established by reorganizing the Religious Affairs Department under the Department of Home Affairs and taking on the state management functions related to ethnic affairs from the Provincial People's Committee Office. Mr. Vo Anh Tuan – Chief of the Office of the Provincial People's Committee, stated that the draft Resolution specifies the land rental exemption policy after the period of exemption during the basic construction phase, as regulated in Clause 2, Article 39 of Decree No. 103/2024/ND-CP of the Government, for the specified projects.

Specifically: In the northern area (Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen): land rental exemption for the entire lease period. In the southern area (Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen): Land rental exemption for the entire lease period for projects such as schools offering multiple levels of education in partnership with foreign countries; environmental sector projects (excluding cremation facilities and incineration plants).

For industries such as collection, treatment, recycling, and reuse of concentrated waste; hazardous waste treatment, co-treatment of hazardous waste; centralized domestic wastewater treatment systems with a designed capacity of 2,500 m³/day (24 hours) or more for urban areas of grade IV or higher; collection, transportation, and treatment of concentrated ordinary solid waste; production of gasoline, diesel fuel, and biofuels certified as conforming to standards; biomass coal; energy from wind, solar, tidal, geothermal, and other renewable energy sources: preferential policies as stipulated will not apply.

* At a working session at Kumho Viet Nam Tire Co., Ltd., Mr. Kim Huyn Ho - General Director of the company, revealed that the company is a subsidiary of Kumho Tire Corporation (South Korea) and currently ranks 10th in the tire manufacturing industry. Kumho Viet Nam Tire Co., Ltd. was established in My Phuoc 3 Industrial Park in 2007. The company specializes in manufacturing passenger cars and light truck tires with an initial investment of 308 million USD.

In 2025, the company is investing in the expansion of its production facilities phase 2 and phase 2 (expansion). Accordingly, the Department of Planning and Investment is assigned to assume the prime responsibility and coordinate with the relevant units based on the content of the Prime Minister's Decision No. 222/QD-TTg to advise the Provincial People's Committee to implement.

The National Action Plan implementing the circular economy to 2035 states: Prioritizing implementation of the circular economy to create a new growth motivation, improve the resistance and restoration of the economy, create a breakthrough in development, promoting innovation of growth model, improving quality, efficiency, and competitiveness, creating new added value chains, harmonizing the relationship between the economy and the environment, contributing to the implementation of international commitments on nature conservation, biodiversity, net emissions equal to zero by 2050 and sustainable development.

Promoting the active and creative role of businesses, cooperatives, production, business establishments, and services in the application of circular economy; The rights and interests of consumers, and people are the driving force for circular economic development; The State plays a central role to create an institutional environment, policies, organization of management and regulation to encourage the participation of all economic sectors, the community, agencies, organizations, Individuals based on the rules of the market economy with the regulation of the State, following the common international practices, principles, and standards.

The plan focuses on performing tasks and solutions: Raising awareness, knowledge, and skills and developing good practices on circular economy. Specifically, communication, fostering and disseminating knowledge and laws on the implementation of the circular economy; Integrating educational content on the circular economy into education programs at all levels; Building and operating information connection platform, sharing data on the application of the circular economic model.

Building and perfecting institutions, and policies, improving the effectiveness and efficiency of state management of the circular economy, including Organizing and developing action plans, integrating circular economy into the strategy, planning, plans, and schemes to develop and manage the waste of ministries, ministerial-level agencies; Complete the laws, standards and technical regulations to encourage the implementation of the circular economy.

Supporting the application of circular economy in production, business, and consumption activities, including Supporting the implementation of ecological design to meet the criteria of the circular economy; Supporting application and development of circular economic models in production and business; Promoting innovation, applying digital technology, environmentally friendly and technology with the best existing technique to implement circular economy.

It is expected that the conference will be organized during the week from 10 to 14 February 2025, at the Provincial Administration Center.

About 100 delegates will attend the conference, including provincial leaders, departments, branches, agencies, districts, and cities; the Provincial Business Federation, Provincial Industry Association, and Foreign Investment Association.

Through the conference, the provincial leaders will notify the socio-economic situation, attract domestic and foreign investment, and guidelines and policies of the province in investment promotion activities in the area.

The Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway project, passing through Binh Duong province, has a total length of approximately 52km. It is designed with a six-lane configuration and a design speed of 100 km/h.

In the first phase, the project will be implemented under a Public-Private Partnership (PPP) model. It will include a four-lane expressway with emergency lanes along the entire route, a roadbed width of 25.5 meters, and a total investment of approximately 17,400 billion VND, of which construction costs account for more than 8,833 billion VND. The project is expected to be completed within 36 months from the effective date of the contract, with an estimated completion date in 2027.

This expressway connects Ho Chi Minh City's Ring Road 3 to Chon Thanh Town, Binh Phuoc Province, driving development in the Southeast region, and expanding urban and industrial areas. Upon completion of the Chon Thanh – Gia Nghia expressway, it will further connect to the Tây Nguyên region, facilitating regional connectivity, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000 kilometers of expressways set by the Party and Government for the 2021-2030 period.​

With the commencement of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project in Binh Duong Province, the Prime Minister requested Binh Duong Province to review all procedures to ensure transparency, prevent corruption, and recalculate the schedule, aiming to complete the project by September 2, 2026 (earlier than planned). The Prime Minister also emphasized the importance of ensuring quality, aesthetics, safety, and environmental protection, and called for thorough inspections, supervision, and resettlement support for affected residents, guaranteeing that their new living conditions are at least as good as their previous ones.

The Prime Minister requested Ho Chi Minh City and Tay Ninh Province to expedite the procedures for the groundbreaking of the Ho Chi Minh City - Moc Bai expressway project. Additionally, the Prime Minister urged the acceleration of regional connectivity projects such as the Bien Hoa - Vung Tau expressway, Ho Chi Minh City's Ring Road 3 and Ring Road 4 projects, and called for a feasibility study on the implementation of a metro line connecting Ho Chi Minh City (from Ben Thanh to Suoi Tien) to Binh Duong.

On this occasion, Binh Duong Province has approved 07 social housing projects with a total investment of nearly 8,500 billion VND, expected to provide 9,200 apartments for low-income workers and residents; the province has issued investment certificates for 07 foreign direct investment projects, including 02 new projects, 03 adjusted projects, and 02 industrial park infrastructure projects, with a total investment of over 970 million USD.
