Accordingly, the Chairman of the Provincial People's Committee requested Departments, branches and political organizations; People's Committees of districts, towns and cities based on the content of the Prime Minister's Public telegram no. 1699/CD-TTg dated December 02, 2020 on strengthening the implementation of COVID-19 pandemic prevention and control and the actual situation of the locality in order to urgently organize the implementation accordingly, promptly and effectively.
The Provincial People's Committee assigned the Department of Health to preside and coordinate with the Provincial Public Security, the Provincial Military Command and the People's Committees of districts, towns, cities and related units to closely supervise the implementation of quarantine at the areas designated as concentrated quarantine, home and residential quarantine, not allow unauthorized people to enter the quarantine area and ask quarantined people to comply with regulations, wear masks regularly and not have close contact with surrounding people to avoid spreading; regularly inspect the implementation of quarantine in areas of concentrated quarantine, home and residential quarantine, assess and strictly punish units and individuals for violations that cause Covid-19 to infiltrate and infect the community; for the implementation of short-time concentrated medical quarantine, it is necessary to carefully consider, closely supervise and comply with the quarantine regulations of the Ministry of Health; All entry cases must be centrally quarantined at quarantine establishments managed by the military and qualified civil quarantine establishments managed by localities, requiring the correct process, regulations and time of quarantine; closely manage and supervise quarantine establishments of entry people, prevent cross-spread and pandemic spread to the community; temporarily stop activities and events that gather crowds of people when not needed, in cases of organizing, they must strictly implement pandemic prevention and control measures such as wearing masks, sanitizing, etc. in accordance with regulations.
Departments, committees, branches, political organizations and local authorities continue to thoroughly grasp the anti-pandemic spirit with the highest level of vigilance, not subjective, neglect; associating with the responsibility of heads of localities and units in implementing Covid-19 pandemic prevention and control activities; strictly comply with the 5K requirement in pandemic prevention and control as recommended by the Ministry of Health, first of all, wearing a mask is required, disinfection in quarantine areas, concentrated residential areas, public places such as: markets, supermarkets, schools, manufacturing facilities, bus stations, plants, factories, etc., on public transports, especially at medical examination and treatment establishments. Accommodation, schools and medical examination and treatment establishments regularly self-assess the implementation of the requirements and guidance on pandemic prevention and control, and publish the results of their self-assessment on the anti-pandemic map system; inspect and drastically urge the implementation of proposed pandemic prevention and control measures, especially measures such as wearing masks and disinfection in places where there is a high risk of pandemic transmission; regularly inspect and handle the responsibility of heads of violating units and establishments, handle violating organizations and individuals according to the provisions of Decree no. 117/2020/ND-CPdated September 28, 2020 of the Government providing for the sanctioning of administrative violations in the health sector.
The provincial public security closely supervises and reviews cases going back from abroad to early detect, prevent in time cases of illegal entry, and require strict handling and quarantine according to regulations.
The Department of Culture, Sports and Tourism directs hotel accommodation establishments to strictly comply with Covid-19 pandemic prevention and control measures; strictly manage guests staying, especially foreign guests; for hotels used as quarantine establishments for foreign experts, it is necessary to strictly abide by the regulations of the Ministry of Health, not to let the pandemic infect the community.
The media agencies continue to strengthen the propaganda of people to comply with the regulations on pandemic prevention and control, wear masks when arriving in crowded places, regularly wash hands with antiseptic solution; make medical declaration if there is a contact to Covid-19 positive cases notified by the Ministry of Health in Ho Chi Minh City.
