Accordingly, the deputies conducted additional elections for the title of Chairman of the 10th Provincial People's Council, 2021-2026 tenure. With the approval vote of 62/62 deputies present, accounting for 91.18% of the total number of deputies to the Provincial People's Council (68 deputies), Mr. Nguyen Van Loc was elected as Chairman of the 10th Provincial People's Council, 2021-2026 tenure.

Mr. Nguyen Van Loc was born on November 06, 1966; place of origin: Vu Thu district, Thai Binh province; Qualification: Advanced degree in politics, Master of Politics, majoring in Party Building. He is currently a member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, and Chairman of the Provincial Committee of the Vietnam Fatherland Front.

Addressing the assignment, Mr. Nguyen Van Loc affirmed that, with a sense of responsibility before the Party Committee, authorities, voters and people in the province, he will make constant efforts to improve political bravery, hone theory associated with practice; preserve the moral qualities of an official, a party member and a deputy of the Provincial People's Council; continue to learn in a diligent, wholehearted, dedicated way, quickly approaching and effectively performing new tasks. On the basis of inheriting and promoting the experiences and achievements of his predecessors, he will always unite and unify with the collective of the Provincial People's Council's Standing Committee and together with the deputies of the Provincial People's Council, continue to innovate methods and improve the quality and efficiency of operations in all areas of work, affirming the position and role of the People's Council as the local state power agency, representing the will and aspirations of the people.

In order to fulfill the responsibilities and requirements set forth, the Standing Committee of the Provincial People's Council and Mr. Nguyen Van Loc personally look forward to continuing to receive the attention and guidance of the Standing Committee of the National Assembly and the Standing Committee of the Provincial Party Committee, the Provincial Standing Party Committee, the interest and suggestions of the revolutionary elders and the previous generations of provincial leaders; the close coordination of the PPC, the Provincial Vietnam Fatherland Front Committee and agencies, units and localities; the consent and support of socio-political organizations and people in the province, for the Provincial People's Council and People's Committees at all levels to operate more effectively and efficiently, contributing to the successful implementation of the Resolution of the 13th National Party Congress, the Resolution of the 11th Provincial Party Congress and the Resolutions of the 11th Provincial Party Congress and Resolutions of the Provincial People's Council in the 2021 – 2026 period.

The meeting also voted to dismiss the position of PPC Member for Mr. Nguyen Tam Duong - former Chief of PPC's Office and Colonel Trinh Ngoc Quyen - former Director of the Provincial Police Department; dismiss Ms. Nguyen Thi Thao Nguyen from the position of Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council.

Deputies voted to additionally elect the positions of the PPC members, Head and Deputy Head of the Culture and Social Affairs Committee of the 10th Provincial People's Council, 2021-2026 tenure. As a result, Mr. Vo Anh Tuan - Chief of the PPC's Office, Colonel Ta Van Dep - Director of Provincial Police Department and Ms. Ha Thanh - Director of Department of Foreign Affairs were elected as Members of the 10th PPC, 2021- 2026 tenure; Ms. Nguyen Thi Thao Nguyen was elected as the Head of the Culture and Social Affairs Committee of the Provincial People's Council and Ms. Nguyen Khoa Dieu An was elected to the position of Deputy Head of the Culture and Social Affairs Committee of the 10th Provincial People's Council, 2021-2026 tenure.
