The distribution of secondary school students to vocational training still faces many difficulties; the percentage of students graduating from secondary schools and high schools entering vocational schools is still low, especially non-public secondary schools. The quality of training in a number of professions in some schools in the province is still low, vocational training associated with enterprises is not high.
