Speaking at the opening, Deputy Minister of Foreign Affairs To Anh Dung said that the seminar aimed to help the Delegation of Vietnamese Ambassadors and Consul Generals abroad for the 2021-2024 term learn and grasp the situation, cooperation needs, international integration of the localities before leaving to take on the mission. Attending the seminar were 28 Heads of Vietnamese representative offices abroad, this is an opportunity for 19 Southern localities to propose, recommend and discuss with Ambassadors and Consul Generals on solutions to strengthen foreign economic cooperation, overcome pandemic consequences and economic recovery.

At the seminar, representatives of provinces and cities discussed the cooperation situation, specific advantages, difficulties and challenges in the locality and specific proposals, recommendations and "orders" for Ambassadors, Consul Generals. Permanent Vice Chairman of Binh Duong Provincial People's Committee Mai Hung Dung said that Binh Duong province has just experienced a very severe Covid-19 pandemic. However, with the drastic intervention of the entire political system, so far the pandemic situation has been basically controlled. Currently, 90% of enterprises with more than 500,000 employees have restarted production with a scale suitable to the requirements of pandemic control and safety for employees.
In the first 9 months of 2021, many socio-economic targets of the province achieved the set plan. Export turnover reached 24.5 billion USD (up 26.7% over the same period in 2020), import turnover reached 19.9 billion USD (up 34% over the same period last year), attracting foreign direct investment (FDI) reached 1.5 billion USD, etc. According to Mr. Mai Hung Dung, achieving the above result is due to many reasons, including the province's active organization of online investment promotion conferences with markets such as Japan, Korea, Italy, and the United States, Australia and with sister prefecture Yamaguchi (Japan). The province also held online meetings with enterprise associations to inform the province's pandemic situation and answer enterprise requests when restarting production.

On this occasion, the Permanent Vice Chairman of the Provincial People's Committee wished that the Vietnamese Ambassadors and Consul Generals abroad during their working term would continue to pay attention and support Binh Duong to exchange, organize conferences, seminars online or in person and deploy specific activities with foreign partners. At the same time, paying attention to introduce investors and economic groups of other countries to survey, research and invest in Binh Duong. In particular, priority is to be given to attracting investment in the fields of high-tech technology, supporting industries and the production of new and smart materials, etc. in order to promote the development of these fields under the industrial revolution 4.0 and build Binh Duong Smart City. In addition, supporting and creating favorable conditions for visits and working trips of Binh Duong delegations abroad in promoting and introducing investment, attracting ODA and FDI, etc., contributing to supporting Binh Duong to soon overcome the negative impact of the Covid-19 pandemic, quickly recover and develop the economy.
The Ambassadors and Consul Generals for the 2021-2024 term noted the suggestions of localities and said that they will have a specific support plan for each proposal, pay attention to connect as soon as they meet the right partners and opportunities. The Ambassadors and Consul Generals affirmed that they will accompany and support localities and enterprises in the Southern region in connecting, introducing and advertising potentials, attracting investment, promoting international integration to serve the local socio-economic development in the coming years and act as an effective bridge between provinces and cities with foreign localities and partners.

In addition to actively promoting foreign economic activities, organizing many international-scale conferences and seminars, Binh Duong province has made efforts to maintain the existing relationship, at the same time actively expand bilateral cooperation relationship and strengthen multilateral cooperation with international organizations.
