The Standing Committee of the Provincial People's Council considers the Statements of the Provincial People's Committee

​PORTAL - On the afternoon of October 14, at the Administrative Center of Binh Duong province, the Standing Committee of the Provincial People's Council held the 4th meeting to verify a number of contents submitted by the Provincial People's Committee. Mr. Pham Van Chanh - Member of Provincial Standing Party Committee, Chairman of Provincial People's Council chaired the meeting.

​​Attending were Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Van Loc - Member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front; Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council and leaders of the Provincial People's Councils and a number of departments, committees and branches.

The meeting reviewed the contents of the Statements to develop the Resolution: Regulating the allocation of recurrent expenditure estimates of the local budget in 2022 and the 2022 – 2025 period; supplementing Article 2 of the Regulation on decentralization of public property management under the management of Binh Duong province promulgated together with Resolution no. 02/2018/NQ-HDND dated July 20, 2018 of Binh Duong provincial People's Council; regulating the decentralization of revenue sources, expenditure tasks, percentage (%) of revenue distribution between budgets at all levels of local government in Binh Duong province in the period of budget stability in the 2022 – 2025 period; proposing the formulation of a Resolution in the legal field.

According to the verification report of the Economic - Budget Committee, based on the actual situation of changes in the consumer price index, many new policies and regimes have been promulgated, with the policy of streamlining the apparatus, downsizing the staff, etc., leading to the content of regulations on the allocation norms of recurrent expenditure estimates of local budgets in 2017 and the 2017 - 2020 period no longer relevant to the current situation. Therefore, it is necessary and appropriate to propose the formulation of a Resolution regulating the allocation of recurrent expenditure estimates of the local budget in 2022 and the 2022 - 2025 period approved by the Provincial People's Council at the last meeting of 2021 according to the provisions of the State Budget Law.

At the same time, the Economic - Budget Committee also agreed on 02 Statements requesting the formulation of a Resolution supplementing Article 2 of the Regulation on decentralization of public property management under the management of Binh Duong province promulgated together with Resolution no. 02/2018/NQ-HDND dated July 20, 2018 of the Provincial People's Council and requesting the formulation of a Resolution regulating the decentralization of revenue sources, expenditure tasks, percentage (%) of revenue distribution between budgets at all levels of local government in Binh Duong province.

Regarding the Statement requesting the formulation of a resolution in the legal field, currently, the Ministry of Finance has promulgated Circular no. 85/2019/TT-BTC guiding fees and charges under the decision-making authority of the People's Councils of provinces and Centrally run cities, to replace Circular no. 250/2016/TT-BTC. Meanwhile, Resolution no. 74/2016/NQ-HDND9 only stipulates only one rate applicable to all areas, so it is not consistent with the provisions of Circular no. 85/2019/TT-BTC of the Ministry of Finance. Therefore, it is necessary to promulgate a new resolution to replace Resolution no. 74/2016/NQ-HDND9 to ensure compliance with the new regulations of the Central Government and the actual situation in the locality. Therefore, the Legal Afairs Committee completely agreed on the formulation of the Provincial People's Council's Resolution stipulating the rate of collection, payment, management and use of residence registration fees in Binh Duong province.

Concluding the meeting, Mr. Pham Van Chanh said that these are important statements, in order to implement the province's socio-economic development tasks in the coming time, and requested the Provincial People's Committee to direct the drafting units to continue supplementing and perfecting according to the comments of the Verification Committees and delegates to submit to the Provincial People's Council for approval at the last meeting of 2021.
