​PORTAL - At the press conference to inform about the situation of Covid-19 pandemic and Binh Duong economic recovery in the new normal, Mr. Nguyen Loc Ha - Vice Chairman of the Provincial People's Committee said that the province has had a plan to distribute traffic flows, control people and vehicles in and out of localities in the new situation.

According to Mr. Nguyen Loc Ha, over the past time, in the complicated situation of pandemic, the circulation of goods in the province is still ensured smoothly, serving production activities and essential needs of the people. As the province gradually loosens social distancing, the problem is the circulation of people. Binh Duong determined that the organization of traffic in the new situation must comply with the principle of protecting and maintaining the "green zone" localities; locking down quarters and hamlets in "orange zone" and "red zone". The "red zone", "red location", the lockdown areas must be locked down according to the motto "stay where they are", those who have not been vaccinated, those who have been vaccinated the 1st dose less than 14 days old are not allowed to participate in traffic.

According to the plan promulgated by the Transport branch on September 12, 2021, those who been vaccinated with at least 1 dose after 14 days, those who infected with Covid-19 who have recovered are allowed to travel. Minimizing the elderly, people with underlying medical conditions, and children from participating in traffic. Employees need to have an additional certificate of working at the enterprise to move from the place of residence to the place of production when passing through the checkpoints. People who are recovered F0 and complete home quarantine (under the provisions of the Health branch) are allowed to travel. People returning from at-risk areas (yellow, orange, red) must be quarantined and supervised according to regulations.

The province continues to retain the current Covid-19 checkpoints among localities; re-adjust the checkpoints in the direction of reducing forces in the "green zone" areas to strengthen the at-risk areas (yellow, orange, red) and the boundaries with localities. Vehicles are allowed to circulate between localities in the province and neighboring provinces according to the pandemic control regulations of each locality.

When circulating between localities in the province and other provinces and cities in the region, people and vehicles participating in traffic entering and leaving the gateways between the two localities must be strictly controlled at Covid-19 checkpoints. District-level People's Committees in "green zone" strengthen strict inspection and control of vehicles through border checkpoints between 02 localities in the province, 02 localities in 02 provinces; combine patrolling, mobile control with fixed checkpoints to ensure control of people, vehicles transporting goods and materials from other localities.

Between localities in the "green zone", people and vehicles circulate normally, comply with regulations on pandemic prevention and control when passing through Covid-19 checkpoints between the two localities.

Regarding the implementation schedule, from September 16, 2021 to September 20, 2021, organizing circulation in districts, towns and cities (under the "green zone"). After September 20, 2021, organizing circulation throughout the province.
