​Accordingly, the Steering Committees for Covid-19 Prevention and Control in districts, towns and cities continue to develop and implement a plan to test the entire population to remove all F0 from the community, bring them into quarantine for treatment, localize and quell the pandemic in time and complete the sampling before September 15, 2021.

For the "green zone" areas, taking pooled samples for RT-PCR testing, taking a representative sample by household (people who move often, have a lot of contact, are at high risk, etc.) to ensure at least 20% of households. Sampling frequency is done once every 7 days.

For "yellow zone", "orange area" areas, taking pooled samples for RT-PCR testing in risk areas such as: areas bordering the "red zone", markets, around markets, supermarkets, boarding houses, building apartments, around the lockdown areas, medical facilities, cases with symptoms of fever, cough, etc. to ensure at least 20% of the population. Sampling frequency is done once every 3 days.

Particularly in the "red zone" areas, testing 100% of people by rapid test and RT-PCR according to "formula 1, 3, 5".

People are encouraged to take samples by themselves to reduce the risk of cross-contamination according to the guidance in Official Dispatch no. 2023/SYT-NVY dated August 27, 2021 of the Department of Health.

To ensure safety for Covid-19 prevention and control in the new situation, the Department of Health suggests that production and business establishments inside and outside industrial parks and industrial clusters (collectively referred to as enterprises) operate only when they fully meet the conditions prescribed by the regulations on medical staff, medical rooms, medical stations according to the Government's Decree no. 39/2016/ND-CP dated May 15, 2016 detailing the implementation of a number of Articles of the Law on Occupational Safety and Health.

Leaders of enterprises, medical sections, medical rooms, medical stations, Covid-19 safety groups in enterprises develop a plan to control the safety for Covid-19 prevention and control, spray and disinfect factories, vaccinate against Covid-19, measure body temperature, screen and test for Covid-19 in accordance with regulations before and during production and business activities; strictly control people and vehicles entering and exiting the enterprise, ensuring the pandemic prevention and control to avoid infection from the community into the enterprise and vice versa, develop a temporary quarantine plan when detecting cases of F0, F1.

Enterprises implementing medical organization under Clause 5, Article 37 of Decree no. 39/2016/ND-CP must ensure to sign a contract with a licensed medical examination and treatment facility and provide adequate human resources and medical equipment in place to perform professional tasks. The establishment of fixed medical stations and mobile medical stations is under the guidance of the Department of Health in Official Dispatch no. 2195/SYT-NVY dated September 12, 2021.
