Accordingly, the Department of Planning and Investment is assigned to preside over and coordinate with relevant departments, branches and units based on the content of the Government's Decision no. 2289/QD-TTg dated December 31, 2020 promulgating the National Strategy for the FIR to 2030 to advise the Provincial People's Committee to organize the implementation.
The specific objective of the National Strategy for the FIR is to strive to 2030, maintaining WIPO Global Innovation Index (GII) among the top 40 countries in the world; ITU Global Cybersecurity Index among the top 30 countries; the E–Government Development Index ranks among the top 50 countries; the digital economy accounts for about 30% of GDP; labor productivity increases by 7.5%/year on average; the United Nations E-Government Development Index is ranked among the top 50 countries; the digital economy accounts for about 30% of GDP; labor productivity increases by 7.5%/year on average; popularizing fiber-optic broadband Internet services; popularizing 5G cellular network services; completing the construction of digital Government; forming a number of smart urban chains in key economic regions of the North, the South and the Central; step by step connecting with smart urban networks in the region and the world.
Strategic orientation to actively participate in the FIR with the following focuses: Building new institutions for new technologies, new business models, practices, Digital government and network safety and security; strongly implementing solutions to improve the business environment in order to encourage enterprises to innovate and create; developing connection infrastructure, high-speed Internet, secure digital infrastructure, meeting the demand for connecting and processing big data; building and completing national databases and other necessary databases for management and business; expanding and improving the quality of undergraduate, graduate and vocational training programs, especially in industries serving the FIR; innovating and enhancing the quality of general education in the direction of increasing practical activities, especially education in science, technology, engineering, and mathematics (STEM); building an e-Government towards digital Government, developing and enhancing national innovation capacity; investing, researching and developing a number of priority technologies to actively participate in the FIR such as robot technology, advanced materials, renewable energy, artificial intelligence, technology in medicine, internet of things, big data, block chain, etc. In parallel, expanding international cooperation and integration of science and technology, especially in the field of priority technology.
